BAKU, Azerbaijan, November 14. The climate scanner will allow the identification of potential topics of environmental audit, the Chairman of the Chamber of Accounts of Azerbaijan Vugar Gulmammadov said at the event titled “Where are governments with their climate action? – First Results of ClimateScanner assessment” held as part of COP29 in Baku, Trend reports.
He noted that one of the most important steps in the direction of contributing to climate change activities is the establishment of the “Climate Scanner” initiative by the Federal Court of Accounts of Brazil, which currently chairs INTOSAI, the working group on the environmental audit of INTOSAI, together with experts and international organizations (UN Department of Economic and Social Affairs (UNDESA), the World Bank, the United Nations Development Programme (UNDP), and others).
According to him, the Climate Scanner tool is used by 141 countries that joined the initiative to assess the state of implementation of mitigation work by governmental bodies, including commitments made at the national and international levels.
“As of the current date, a large number of assessment results, conducted, including by the Chamber of Accounts, are included in the relevant system for review,” Gulmammadov said.
He expressed confidence that the components and indicators of the Climate Scanner will contribute to the identification of potential audit topics, acting as important criteria for future audits in this area.
To note, the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) started in Baku on November 11. The United Nations Framework Convention on Climate Change is an agreement signed at the Earth Summit in Rio de Janeiro in June 1992 to prevent dangerous human interference in the climate system.
A total of 198 countries are Parties to the Convention. Unless the parties decide otherwise, the COP is held annually. The first COP event took place in March 1995 in Berlin, and its secretariat is located in Bonn.
The main expectation from COP29 is to agree on a fair and ambitious New Collective Quantitative Goal (NCQG) on climate finance. The COP29 chairmanship has launched 14 initiatives that include linkages between climate action and the Sustainable Development Goals, including green energy corridors, green energy storage, harmony for climate resilience, clean hydrogen, methane reduction in organic waste, action on green digital technologies, and other topics.
