Azerbaijan' tax appeal board holds first meeting

The Tax Appeal Board established under the Azerbaijani Taxes Ministry held its first meeting in the new structure headed by First Deputy Taxes Minister Natig Amirov, the ministry's "Vergiler" newspaper reported.

Amirov said Taxes Minister Fazil Mammadov signed an order approving the regulations and new board. According to him, the council was established to review complaints of taxpayers before the court. The main goal in creating the Board is to protect taxpayers' rights, consider the repeated complaints in the presence of the taxpayers in the manner prescribed by law, which will reduce the number of appeals to the court.

Appeals submitted to the Board will be considered in the presence of the taxpayers and an objective consideration of these appeals will be ensured, Amirov said.

The Tax Appeals Board is a collegial body of the Taxes Ministry examining issues related to complaints and allegations by taxpayers in connection with the acts adopted by the tax authorities, as well as repeated complaints about the decision taken after the consideration of those complaints and allegations.

The Appeals Board also deals with issues concerning the contestation of the writing assignments of the ministry's functional departments by the local tax authorities. The Board does not consider the appeals of offenses related to corruption. The Tax Appeal Board operates in conjunction with the Cabinet of Ministers, local tax authorities and non-governmental bodies. The Board comprises the chairman and ten members.
