Kazakhstan to receive first products of tolling operation in November

Kazakhstan will receive the first products of oil tolling operation from China in November, Senior Expert of department for monitoring of oil and petroleum products of Oil and Gas Ministry of Kazakhstan Murat Turdybekov said on the sidelines of the international conference Oil Products Market of Central Asia.

He noted that the first deliveries will be carried out through a network of gas stations Sinoil. However, he didn't specify the exact amount of the first deliveries of petroleum products.

Processing of Kazakh oil in oil refineries of the bordering countries within the customs procedure is supposed to stabilize the situation in the market of high-octane gasoline of Kazakhstan until the completion of existing refineries reconstruction.

This scheme assumes that the Kazakh oil will be processed at the refineries of China (Dushanztsy or Urumqi cities), and by-products will be imported back to Kazakhstan.

"One of the economic components of the crude oil processing in the refineries of China is the depth of processing and geographical proximity," Turdybekov said.

According to him, within the potential regime , Kazakh Oil Ministry is planning to deliver some 1.5 million tons of oil a year, processing of which will lead to import of about 1 million tons of high-octane gasoline per year to Kazakhstan.

According to the existing conditions of Chinese Customs Service regulations percentage of refined products of crude oil amounts to 82-84 per cent, while the rate AI-92 and AI- 96 high-octane gasoline yield in the volume of processed raw materials is 65 percent.

Gasoline and diesel, which are produced at the Urumchi and Dushanzi refinery belong to the state standard-III, which corresponds to Euro-3 international class.

"Also, these Chinese refineries can conduct the export of aviation fuel to Kazakhstan based on oil made on commission" Turdybekov said.

According to Turdybekov deficit of high-octane gasoline in Kazakhstan is around 30-40 per cent, depending on the season of consumption. The volume of gasoline production in Kazakhstan is about 2, 8 million tons a year, while the demand amounts to 3.7 million tons per year (in 2011). Missing volumes are compensated through imports from Russia.

"In 2011, in order to stabilize the domestic market , the JSC" NC KazMunaiGas group of companies imported 50,000 tons of gasoline AI-92 in the fourth quarter with the subsequent implementation of Russia ," he said.

According to Turdybekov, total design capacity of three Kazakh oil refineries - Atyrau, Shymkent and Pavlodar is 17 million tons a year. The total installed capacity of the three refineries currently stands at 14, 2 million tons.
