Kazakh anticorruption activities discussed at special Security Council meeting

(Kazakhstan today) - Nursultan Nazarbayev, President of Kazakhstan, held a meeting with a special group of the Security Council Tuesday at which combating corruption was discussed, Kazakhstan Today correspondent reports.

Rashid Tusupbekov, General Prosecutor, and Bolat Muhamedjanov, Minister of the Interior, participated in the meeting, reports Trend.

It was observed at the meeting that right after the June meeting of the Security Council 24 state officials were dismissed and 8 were removed from office. 48 criminal cases with 54 persons involved and 21 files on corruption crimes were taken under control.

However, in relation with the social danger of this phenomenon, the head of state ordered to the special group not to limit its activities to the control of the already mentioned cases.

The President was especially concerned about violations of law in the housing construction. In the 1H the financial police filed 54 criminal cases in this area. The damage done to partners and credit organisations amounted to 5.7 billion KZT.

"It is impossible to commit such economic crimes without assistance form corrupted officials. It is related also with the so-called "raids," actively used lately for seizures of property with the help of corruption liaisons, first of all in police and other authorities," the President said.

In relation with this Mr. Nazarbayev ordered to the General Prosecutor's office, the KNB (National Security Committee,) the financial police "to carry out a comprehensive and objective investigation of these cases, to reveal and call to account guilty officials, despite their rank and standing."

According to the press service, more than 140 claims have been received by the head of state and by the special group from citizens and juridical persons since June. People complain mainly about illegal actions of police (36 claims,) prosecuting authorities (21,) and the financial police (17.)

The head of state ordered to the special group of the Security Council to take under control the most odious facts, stated in the claims, and to report to the President on the results of taken measures. "There will be reviews on each case of bureaucratic attitude and procrastination and the guilty will be punished," - the President said.

The head of state also drew attention of the meeting participants to inertia and indifference in the activities of a number of central and local executive authorities, their formalism.

"Combating corruption will be one of main areas in the work of all state authorities and it will be strictly controlled," - he said. The President ordered to the heads of Ministries and other authorities, regional governors, mayors of Astana and Almaty cities to present information on undertaken anticorruption measures to the special group. The special group will attend to these reports at proper meetings.

The President also mentioned a necessity to provide harsh control over execution of orders from the Security Council on adoption of necessary legislative and organisational measures related with state purchases, organisational support of police activities, as well as high quality anticorruption expertise.

The Agencies for Combating Economic and Corruption Crimes, on State Service Affairs, the General Prosecutor's office, the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of the Interior, the KNB (National Security Committee,) have been ordered to study international anticorruption experience and to carry out analysis of foreign anticorruption legislation. It was proposed to use experience and potential of the Foreign Investors Council.

The head of state stressed a necessity of taking direct, systematic and well-planned anticorruption measures and warned on prevention of unplanned campaigning.

"In general, the measures discussed at the meeting show a wish of the state to cardinally change the situation in this sphere for the better together with the society, which must allow to construct an efficient and transparent anticorruption system," - the press service observed.
