It is impossible to solve problem with Georgian refugees: expert

It is impossible to fulfill UN requirements to return of Georgian refugees to Abkhazia and South Ossetia, indicated in the resolution of the UN General Assembly, Russian analyst on the CIS countries, Vladimir Zharikhin, said.

"It is impossible to solve the problem with return of Georgian-Ossetian, diffusely settled refugees after the conflict. Refugees who lived compactly, have been returned to Gaul region.  But nobody in the world, including Russia, can do more for them, deputy director of the Institute of CIS countries, Zharikhin, told Trend over telephone from Moscow.

UN General Assembly approved the resolution on state of refugees from Abkhazia and South Ossetia proposed by Georgia by a majority votes on Wednesday. The draft document was submitted by the Georgian delegation for consideration of the 63-rd session of the Assembly concerning the item of the agenda 'Protracted conflicts in the GUAM (Georgia, Ukraine, Azerbaijan and Moldova) and their consequences for international peace, security and development'.

The resolution indicates that the concerned parties must develop 'a schedule that would ensure voluntary, safe, worthy and unhampered return of all internally displaced people and refugees suffered as a result of Georgian conflicts to their homes'.

Regarding with recognition of Abkhazia and South Ossetia as part of Georgia in the UN resolution, one did not except for anything other, since no one recognizes the contrary, except Russia, Zharikhin says.

"Regarding with refugees, there is too much slyness. Refugees who lived compactly, have been returned to Gaul region.  But nobody in the world, including Russia, can do more for them," Zharikhin said.

He said that, no one has such a mechanism. According to expert, the international community said that it must return diffusely settled refugees to their territories. Therefore, it passes such resolutions. But no one knows how to return them.

"If there had been a plan on how to do it, besides the resolution, it would be considered as fulfilled one. But as it is only a general declaration, unfortunately, it simply remains on paper, like many other similar declarations before it, Zharikhin said.

Military actions launched in the territory of unrecognized Republic of South Ossetia on August 8, 2008. Georgian troops entered capital of South Ossetia - Tskhinvali. Later Russian troops occupied city and drove Georgian military men back to Georgia. Russia recognized independence of Abkhazia and South Ossetia official parts of Georgia on August 26. In response, Tbilisi broke diplomatic relations with Moscow and declared two unrecognized Republics as occupied territories.
