Azerbaijan presents main aspects of new construction code project

Members of the Caspian-European Integration Business Club (CEIBC) have met Elkhan Asadov, Deputy Chief of the Agency for Construction Safety Control under the Ministry of Emergency Situations of Azerbaijan, today in Baku.

The issues of safety control during the construction, perspectives of construction sector development, main aspects of the Azerbaijani new construction code and issues that are of interest to CEIBC companies were discussed at the meeting.

Elkhan Asadov spoke about the activity of the Agency for Construction Safety Control under the Ministry of Emergency Situations during the meeting.

Asadov stressed that the activity of the construction sector was brought to order after the establishment of the Ministry of Emergency Situations (MES). He noted that the agency inspected over 3,000 construction facilities over the past year. Shortages revealed during the inspections were presented to companies so that to have them eliminated. "Most part of these shortages was eliminated. Over 400 protocols and fines were imposed on those that remained unsolved", he noted.

Asadov spoke about the activity of the agency for elimination of consequences of calamities. He spoke in details about elimination of consequences of floods occurred at the Kur and Araz rivers. According to him, operations in these directions are still continued. Over 10,000 families obtained material aid to the sum of 13 mln manat.

Speaking about the role of MES in elimination of landslide consequences, Asadov noted that MES had prepared a special program on activities in this sphere. He noted that it is only in Guba region of Azerbaijan where 189 families were moved to new houses with necessary supply pipelines and engineering infrastructure.

Asadov also touched the issue on laying supply pipelines to buildings. After the adoption of the CC (construction code), supply pipelines will be laid till the yard of the buildings under construction. Their further laying inside of buildings will be ensured by construction companies through attraction of special companies.

Speaking about the old buildings, Asadov noted that residents of 5, 9, and 16 floor buildings (built 25 years ago) may not worry about the safety since they were built in accordance with 8 points of the Richter scale. The issue on safety of buildings built 50-60 years ago is currently on the agenda since they were built in accordance with 7 points of the Richter scale.

Telman Aliyev, President and CEO of CEIBC, spoke about the activity of CEIBC. He noted about the meeting that CEIBC member companies will hold with Russia's Ambassador to Azerbaijan Vladimir Dorohin in coming days. The presentation of the Brand Award Azerbaijan prize will be held at this meeting. He also mentioned about the meeting with Lithuanian Prime Minister Andrus Kubilus in January 2012.

Telman Aliyev noted that the World Intellectual Property Organization (WIPO) had registered (on March 3, 2011) Caspian Energy brand that belongs to the editorial office of the Caspian Energy journal (Azerbaijan). According to the certificate, CASPIAN ENERGY brand has been registered in the 50 EU countries, Russian Federation and the Republic of Kazakhstan. According to the preliminary expert estimation, Caspian Energy Brand is estimated from EUR 35 mln up to EUR 50 mln.

CEIBC honorary membership certificate was presented to Elkhan Asadov, Deputy Chief of the Agency for Construction Safety Control under the Ministry of Emergency Situations of Azerbaijan during the meeting.
