Petronas Charigali announces tender in Turkmenistan
The Petronas Charigali Company (Turkmenistan) invites companies to participate in the following tenders:

Uzbekneftegaz announces tender to modernise Fergana refinery
The National Holding Company (NHC) Uzbekneftegaz is for the fourth time, announcing a tender for the audit and development of a preliminary feasibility study for the modernisation and reconstruction of existing process units of Fergana refinery in order to release petroleum products that meet the requirements of Euro-3 and above.
Under the terms of the tender, the starting cost of the work is $795,000. The winner must develop ways to optimise existing process units of the plant, as well as schemes to increase the yield of light petroleum products to 95 per cent. Bids will be accepted until August 13, 2012. The tender results will be announced at the end of the third quarter of 2012, followed by a tender to choose the main contractors.
The upgrading is scheduled to begin in 2013. According to preliminary data, it may take about a year. It is assumed that the plant will start producing high-octane gasoline in 2014.
Earlier, tenders for the development of a preliminary feasibility study were announced three times in 2010-2011, but were considered invalid due to lack of competitive bids.
Financing of the project with an estimated cost of $100 million will be implemented from NHC Uzbekneftegaz own funds and through the credits of the Fund for Reconstruction and Development of Uzbekistan.
The Ferghana refinery was commissioned in 1959 and produces about 60 kinds of petroleum products. The design capacity is 5.5 million tons of oil a year.
At the moment, three oil-processing plants - Bukhara, Fergana and Altiarik, deal with oil and gas condensate processing in Uzbekistan.
Bukhara's refinery produces high-quality petrol, air kerosene and diesel fuel. The processing capacity is 2.5 million tons of oil annually. The Fergana and Altiarik plants produce fuel-oil products. Their processing capacity is 5.5 million and 3.2 million tons of oil.
From Jan.1 2010 the import of new and old buses and Lorries with leaded petrol and diesel engines is banned in Uzbekistan. The level of these vehicles toxicity does not correspond to the Euro-3 ecological requirements.
Uzbekneftegaz is a monopoly on the Uzbek oil and gas market. In 2011, it reduced oil and gas production by 5.8 per cent compared to the same period of 2010. Natural gas production declined by 4.4 per cent - to 63.04 billion cubic meters.
Gasoline production fell last year by 6.6 per cent up to 1.308 million tons, kerosene by 11.2 per cent, to 331.3 thousand tons, diesel fuel by 6.5 per cent, to 1.052 million tons, fuel oil by the 13.8 per cent, to 276.6 thousand tons, liquefied hydrocarbon gas by 1.3 per cent, to 258.5 thousand tons and bitumen by 16.9 per cent, to 164.6 thousand tons.
Uzbekneftegaz announces tender for construction of three compressor stations
National Holding Company (NHC) Uzbekneftegaz announced international tenders for the construction of three booster compressor stations (BCS) in Kashkadarya region in the south of Uzbekistan with total starting price of $394.21 million, the holding said.
In particular, a tender for the construction, equipment supply and engineering of BCS-2 on the field Shurtan starting price of $190.68 million is announced. BCS-2 with capacity of 40 million cubic meters of gas per day is designed to pump additional gas supplied to the existing station.
The company also announced a tender for equipment supply for BCS on the field Northern Nishan with starting price of $123.75 million.
BCS with a capacity of six million cubic meters of gas per day is designed to maintain gas production at the field on annual level of two billion cubic meters of gas to the end of 2020.
The third tender was announced for production, supply equipment and engineering of DCS North Shurtan and GS Shurtan with starting price of $79.78 million.
The bids will be accepted until August 16, 2012, the results of tenders will be revealed in late September - early October.
Financing of the BCS construction will be at own expense of NHC Uzbekneftegaz and credits of the Fund for Reconstruction and Development of Uzbekistan.
The capacity of NHC Uzbekneftegaz allows to provide natural gas production in the volume of 70 billion cubic meters and liquid hydrocarbons in the amount of eight million tones per year.
Oil production in Uzbekistan decreased by 5.8 percent in 2011 compared to 2010 - to 1.889 million tons, of gas condensate - by 9.8 percent, to 1.696 million tons, natural gas - by 4.4 percent, to 63.04 billion cubic meters.
Production of liquefied hydrocarbon gases fell by 1.3 per cent - to 258,500 tons.
Tender announced to create real estate cadastral database in Azerbaijan
The Centre for Real Estate Cadastre and Technical Inventory of the Azerbaijani State Property Issues Committee has announced a tender for several operations to create an electronic database on the facilities owned by the state in the Salyan and Saatli regions, the centre said.
The tender involves purchasing the operations to organise and to conduct externally geodetic measurement operations, creating a database and cadastral plans.

Azerbaijani leasing state-owned company expands its branch network
Azerbaijan State Leasing Company Aqrolizinq has announced tender for construction work of agroservice branches in Balakan, Shabran and Lankaran regions, the tender commission said.
The second lot of the tender involves the purchase of equipment for workshops in the regional agroservice branches of the company.
The participation fee for the first lot is 1,000 manat, the second - 400 manat.

Azerbaijan attracts experts to check rules and regulations of urban construction
State Committee for Construction and Architecture of Azerbaijan announced a competition to attract experts to check the town-planning documents, documents, regulations and rules, commissioned by the committee and make the appropriate expert opinion on them, the competition committee said.
Experts will be attracted in 2012at the expense of the state budget.
Attracted experts should have at least ten years experience in the required fields.
Required documents shall be submitted to the committee till 18:00 on August 23.
Tender announced in Azerbaijan's health sector within WB project
A group for the implementation of the World Bank (WB) project to reform the health care system in Azerbaijan, established under the Azerbaijani Ministry of Health announced a tender to attract an individual consultant within the project, a statement said.
The bids will be accepted until 16:00 August 6, 2012.
A consultant will be attracted to effectively use the plan on environmental management prepared within the project.
The project to reform the health care system in Azerbaijan consists of four main components:
- Strengthening of the management potential of the health ministry, sectoral policy, planning policy and regulation;
- Improving the quality and efficiency of health services in five pilot regions, which includes the modification of the initial level of services at the regional level and the construction of three regional hospitals, strengthening the ties between primary and secondary levels of health care presented in these regions;
- Reform of health financing, a gradual transition to the principles of compulsory health insurance;
- Increasing human capacity, including a certification program for medical personnel.
The project was approved by the Board of Directors of the World Bank on June 29, 2006, and its implementation began in December 2006. The total project cost is $ 78.25 million, of which $ 50 million are allocated by WB, while the share of the Government of Azerbaijan in the project is $ 28.25 million.
As of February 2012, some $32 million of the funds allocated by the World Bank were used. Project completion is scheduled for December 2012.
This is the second project to reform health care, financed by the World Bank. The first loan of World Bank was $5 million. The implementation of the first project was completed in September 2006.
