Personnel changes have been finished in Kazakhstan as Kayrat Kelimbetov was appointed deputy prime minister, a member of Trend Expert Council, the chief editor of the Caucasus Bulletin news and analytical agency Alexei Vlasov said.

"The appointing of a new team - Karim Masimov, Nurlan Nigmatulin, Kayrat Kelimbetov, Serik Akhmetov - is the strongest personnel move by Nazarbayev in recent years. Kazakhstan's president has once again demonstrated the highest political class gathering at the right moment the most powerful executives, organizers and crisis managers in the same field", said Vlasov.

According to him, Nurlan Nigmatulin, while retaining the post of Nazarbayev's deputy as party head, received a powerful resource of state machinery, which should allow the gradual building of new policy of checks and balances in the higher echelons of power.

"Strong and balanced government, plus a strong parliament, plus the reformed ruling party, which received more than 80 percent of the vote in recent elections - it will be quite different Mazhilis, which will not be easy for Masimov and his team to work with," he said.

After the elections in Kazakhstan Nazarbayev appointed heads of a number of ministries and departments.

Head of Karaganda province Serik Akhmetov was relieved of his post and appointed as First Deputy Prime Minister.

The President also appointed Kayrat Kelimbetov Deputy Prime Minister", relieving him of the post of Economic Development and Trade Minister.

The newly elected parliament of Kazakhstan has also gave government of acting Prime Minister Karim Masimov a vote of confidence.

Nurlan Nigmatulin was appointed as speaker, Baktykozha Izmukhambetov and Sergey Dyachenko as vice-speakers of the Lower House.
