Azerbaijani President Ilham Aliyev made a decision on 27 October concerning the Azerbaijani and USSR Popular Actor Muslim Magomayev's death.

In accordance with the President's decision, official delegation will be sent to the mourning ceremony with Magomayev to be held at the Chaykovski Concert Hall in Moscow on 28 October. The singer's dead body will be delivered to Baku through special flight and farewell ceremony with Magomayev will take place at the Muslim Magomayev State Philharmonic Society of Azerbaijan from 11.00AM to 03.00PM on 29 October. Magomayev's burial will take place at the Cemetery of Honors at 04.00PM on 29 October.

German President Horst Koehler and Chancellor Angela Merkel congratulated Ilham Aliyev on his victory in the presidential elections in Azerbaijan. " Azerbaijan may lean on the support of Germany in realizing reforms and establishing relations with the European Union," the congratulation message of the German President says. Angela Merkel expressed hope that Azerbaijan will decisively continue realizing reforms with regards to democracy, establishment of legal state and market economy.

King of Norway Harold V congratulated Ilham Aliyev on his victory in the presidential elections in Azerbaijan. King of Norway expressed Ilham Aliyev the best wishes and wished prosperity to Azerbaijani people.  

The U.S. President George Bush congratulated Ilham Aliyev on his victory in the presidential elections in Azerbaijan. Bush expressed hope for reaching an agreement on the base principles of the Nagorno-Karabakh conflict settlement, as well as advancement with regards to common energy security. "We support Azerbaijan in its efforts to strengthen democratic institutions," congratulation message of the U.S. President says.

Catholicos-Patriarch of all-Georgia Ilya II congratulated Ilham Aliyev on his victory in the presidential elections in Azerbaijan. He expressed hope for intensive development of relations of friendship and fraternity between the two countries and peoples in the future.

The President of Ukraine, Victor Yushchenko, congratulated Ilham Aliyev on his victory in the presidential elections in Azerbaijan. "I believe that in the next term of Your presidency, we will be the witness of new achievements in the development of friend Azerbaijan, increase in its international image and strengthening of co-operation between our countries," the congratulation message of the Ukrainian President says.

On 28 October, Azerbaijani President Ilham Aliyev visited the Writers' Union building after an overhaul and restoration.Chairman of the Writers' Union Anar Rzayev informed the President of the repair and reconstruction. President Aliyev examined the cabinets in the Writers' Union and the conditions provided. President made relevant orders to equip the building with required facilities.

President of Azerbaijan Ilham Aliyev honored memory of Muslum Magomayev, outstanding singer and people's artist of USSR in the State Philharmonic Hall of Azerbaijan which hosts mourning ceremony of the singer. The mourning ceremony of Magomayev has been held in the State Philharmonic Hall since the morning. Over 1,000 people have already attended the mourning ceremony including celebrities and ordinary citizens of Baku. First lady of Azerbaijan Mehriban Aliyeva also honored memory of Muslum Magomayev. Representatives from Russia, Magomayev's second homeland, Russian journalists and Tamara Sinyavskaya, Magomayev's widow and people's artist of USSR were also in presence.

In order to increase the responsibility for administrative violations of the regulations of governance in the sphere of State border guarding, the President of Azerbaijan signed an order making effective the Law on Amendments and Additions to the Code of Administrative Violations starting from 2 October. 

According to the order, the Cabinet of Ministers is in charge of preparing and submitting to President the proposals on bringing existing legislative acts into conformity with the new Law within a month and resolve other issues arising from the Law. 

On 29 October, the President of Azerbaijan, Ilham Aliyev, signed an order appointing Artur Rasizade the Prime Minister of the Country. The order takes effect from the day of signing.

On 31 October, Azerbaijani President Ilham Aliyev sent a letter of condolence to his Pakistani counterpart Asif Ali Zardari  over the earthquake which entailed a great number of victims and destructions.

President Aliyev offered his condolences to the families and relatives of the dead, and wished those injured soonest recovery.

The President of Azerbaijan, Ilham Aliyev, issued a decree approving new composition of the Country's Government, which was dissolved in connection with the re-election of Head of State. The Presidential elections in Azerbaijan took place on 15 October. The President was elected the candidate from the ruling New Azerbaijan Party, Ilham Aliyev. On 28 October, according to the presentation of the State Head, the Parliament of the Country confirmed Artur Rasizade to the post of Prime Minister of Azerbaijan.

In the dissolved composition of the government, change affected only the post of Minister of Economic Development which was formerly held by Heydar Babayev. The new Minister Shahin Mustafayev was Deputy Minister of Taxes and formerly the Vice President of State Oil Company of Azerbaijan (SOCAR).

Elections

An Azerbaijani delegation will observe the presidential election in the United States. Chairman of the Azerbaijani Central Elections Commission (CEC) Mazahir Panahov and the director of the CEC Department on International Relations Rovzat Gasimov will observe the election process in Washington, CEC said to Trend on 28 October. Presidential election will take place in the United States on 4 November. Two candidates will run for presidency - Democrat Barack Obama and Republican John McCain.

Azerbaijan's Center for Study of International Relations (CSIR) said in its report on presidential election that the election was democratic.

"The democratic presidential election was an important event in Azerbaijan's history. In spite of boycotting of the election by the radical opposition forces, the turnout of voters was high," Rufiz Qonaqov, chief of CSIR said. Azerbaijan held presidential election on 15 October.

The presidential election was contested by seven candidates including Ilham Aliyev, chairman of Ruling New Azerbaijan Party, Igbal Agazade, chairman of opposition Umid (Hope) Party, Fazil Gazanfaroglu, chairman of Great Establishment Party, Gudrat Hasanguliyev, chairman of Unified Popular Front Party, Hafiz Hajiyev, chairman of Muasir Musavat Party, Fuad Aliyev, chairman of Liberal Democrat Party and independent candidate Gulamhuseyn Alibayli.

Razi Nurullayev, head of study group of CSIR said the presidential election differed from previous ones. "It differed for its originality. All candidates who lost election congratulated the candidate who won presidential election and it marked a new stage in Azerbaijan's political life," Nurullayev said. Concerning post-election period, Nuruallyev said no changes are expected to take place during this period. "There is great confidence between Azerbaijani president and government. Youth is expected to be attached a great attention," he added.

The report of CSIR also includes recommendations. The report underscores the need to establish more civil relations to further promote the positive atmosphere during election period and establish more efficient relations with international organizations so that will they will accept democratic changes in Azerbaijan," Nurullayev said.

Center for Study of International Relations has developed the report with the financial support of the Council for State Support for NGOs.

Former presidential contenders in Azerbaijan have developed financial reports and will submit them to the Central Election Commission (CEC). "We have developed the financial report and will deliver it to CEC at early of the next week," Igbal Agazade, the Chairman of the opposition Umid party and former presidential contender, told Trend .

According to CEC preliminary returns, Ilham Aliyev gained a majority -88.73%, Igbal Agazade -2.86%, Fazil Gazanfaroglu - 2.47%, Gudrat Hasanguliyev - 2.28%, Gulamhuseyn Alibayli - 2.23%, Fuad Aliyev - 0.78% and Hafiz Hajiyev - 0.65%.

According to the Election Code, former presidential contenders must develop and deliver financial reports to CEC ten days later of the presidential election.

Agazade said that his party spent over AZN 200,000 to the election campaign. The Election Code says that in the case of a candidate fail to gain less than 3% of votes he must return the allocated sum to CEC. We gained less than 3% of votes and will return AZN 28,800 to CEC.

Siyaush Novruzov, plenipotentiary of the former presidential contender from the governing New Azerbaijan party (NAP), said that the party had delivered the financial report to CEC several days ago. "Under the Election Code, the election staff of presidential contender must deliver the financial report to CEC three times. We have already delivered all three reports to CEC," Novruzov said. Novruzov did not detail the sum that NAP had spent for the election campaign. "The Election Code permits to keep the sum in secret. We have delivered all the necessary documents to CEC," Novruzov added.

Fuad Aliyev, the Chairman of the opposition Liberal and Democratic party of Azerbaijan (LDPA) and former presidential contender, said that the party had already developed the financial report and would deliver it to CEC the next week. "We have spent over AZN 60,000 to the election campaign. I gained less than 3% of votes and will return AZB 28,000 to CEC within a year," Aliyev said.

Fazil Gazanfaroglu, the Chairman of the opposition Great Establishment party and former presidential contender, said that the party also developed the financial report and would deliver t to CEC within two days. "We have spent AZN 35,000 to the election campaign. I will return AZN 28,800 to CEC saving my salaries within a year," Gazanfaroglu said.  

Hafiz Hajiyev, the Chairman of the Muasir Azerbaijan party and former presidential contender, said that the party would not deliver the financial report to CEC. "I will neither return money to CEC nor develop the financial report. I have spent about AZN 250,000 to the election campaign," Hajiyev said.

Gorkhmaz Ibrahimli, the head of the election staff of Gulamhuseyn Alibayli, an independent presidential contender, said that he would deliver the financial report to CEC within several days.

"We have spent AZN 50,000 to the election campaign. We will return AZN 28,800 to CEC within a year," Ibrahimli said.

Gudrat Hasanguliyev, the Chairman of the opposition Popular Font of Unified Azerbaijan party, said that the party would deliver the financial report to CEC soon.

Parliament

Azerbaijani parliament extended its congratulations to President Ilham Aliyev on 28 October.

In the congratulatory letter, Azerbaijani parliament congratulated President Ilham Aliyev of winning presidential election with landslide. "Ilham Aliyev proved once again in democratic and transparent election that he does not have alternative," the letter said.

Azerbaijani MPs demand to investigate the situation in army.

"The problems between soldiers and officers should be investigated in army," MP Gular Ahmadova from the governing New Azerbaijan party (NAP), said.

A video tape showing soldiers in the military unit being beaten was posted on internet on 4October. The video was taped in the military unit of the Interior Ministry located in Hajigabul city.

The press service of the Interior Forces confirmed that officers Vugar Agayev and Eldaniz Rahimov have been arrested for beating soldiers. A suit has been filed over the fact. The chief of the military unit and deputy chief have been dismissed.

Later on 21 October, a video tape showing soldiers in the military hospital being beaten by a "dembel" (a soldier who is going to complete his military service) was posted on internet. It was videotaped in the Alat military hospital of the Defense Ministry in February. Military Prosecutor's Office said a suit has been filed on the Article 332 (violating mutual relations between military servants and regulations).

Azerbaijani Ombudsman Elmira Suleymanova says public control is needed to prevent torture and dedovshchina related cases in the army.  Public should exercise control over military units and jails, Ombusdman Elmira Suleymanova said to Trend .

According to Ahmadova, the measures should be taken to improve the psychological state in army. "This issue must be considered. The format of investigation of the situation must be defined. I believe that the Cabinet of Ministers should make decision on the issue," Ahmadova said.

MP Aynur Jamalgizi said that the press service of the Defense Ministry showed carelessness to related situation in army. "Recently, the Azerbaijani soldier was captured by the Armenian Armed Forces. The press service of the Defense Ministry said that it get the information from press. The capture wrote a letter. Later it was cleared that the soldier did not the alphabet at all and the letter was written by a representative of the International Committee of the Red Cross. This fact demonstrates the education rate of our country. Parliament must voice its attitude to the related case," Jamalgizi said.

Milli Majlis (parliament) of Azerbaijan approved appointment of Artur Rasizade to the post of Prime Minister with 101 votes for, 2 against and 1 abstention on 28 October. President of Azerbaijan has submitted the parliament the nomination of Artur Rasizade to the post of prime minister for approval.

The Azerbaijani parliament has increased the volume of the fine for illegal building. "Physical persons will be fined AZN 300 to AZN 600, officials - AZN 1,500 to AZN 3,000, legal entities - AZN 15,000 to AZN 30,000," Ali Huseynov, chairman of Standing Parliamentary Committee on Judicial Policy and Statehood said at the parliamentary meeting. Therefore, amendments were made to the Code of Administrative Violations and Criminal Procedural Code. Until now, physical persons, engaged in illegal building, were fined AZN 35-AZN 40 and officials - AZN 70-AZN 90. Huseynov said if court upholds property right of illegal buildings, those engaged in this building, will be held liable for violation of administrative laws.  "For making functional changes in current buildings, connecting them to the transport network and devices the physical persons will be fined AZN 300-AZN 600, officials - AZN 15,000 and AZN 3,000 and legal entities - AZN 15,000 to AZN 30,000. Those violating rules of building of suburban houses will be fined the same amount of money," chairman of the committee said.

MP Ganira Pashayeva said the proposed volume of fines is small. Responsibility of administrative bodies should be promoted in order to prevent illegal buildings. "Fines will not help to prevent illegal buildings".

Opposition members of Azerbaijani parliament are not interested in creating single faction. "No MPs from opposition Musavat Party and MPs considering themselves to be opposition, but who are loyal to the government are not interested in taking concrete measures to set up a single faction of opposition MPs," Panah Huseyn, member of Musavat MP group said. There are 12 opposition MPs in the Azerbaijani parliament. Though an opposition group of seven MPs were set up after parliamentary election, it was disbanded later. At present, there is Musavat Group of five MPs.

So far, opposition MPs have advanced initiatives several times. Neither major opposition party Musavat nor the government is not interested in creating opposition MP faction in the parliament, Huseyn added. "Therefore, creating of the faction becomes impossible. MPs considering themselves to be opposition, have attempted to create a faction. But ongoing process show that creating a faction under title of opposition MP group is not suitable for the government," Huseyn said. Today it is complicated to set up a faction because of the disagreements over participation in the presidential election, he said.

According to the Regulations of the parliament, faction of 25 MPs is officially registered. But Regulations do not stipulate anything about functions of the faction, he noted. "The requirements set for number of MPs are not right. It hinders creation of factions," he said. He offered to reduce the number of MPs for faction to 9-12.

There is not any need to change the Law on Freedom of Assembly again, the Azerbaijani Parliament believes. "Issue on injection of changes into the Law of Freedom of Assembly was removed from agenda," Latif Huseynov, the head of the Azerbaijani Parliament's Department of Legislation for State Establishment and Azerbaijani representative at the Venice Commission, told Trend on 30 October.

The Azerbaijani Parliament injected changes and supplements into the Law on Freedom of Assembly in May 2007. Opposition is dissatisfied with these changes. Sergey Kuznetsov, the chairman of the Council of Europe Venice Commission, said that his organization expects proposals from the Azerbaijani Government to inject changes into the Law on Freedom of Assembly. The Azerbaijani Government closely cooperated with the Venice Commission while development of changes and supplements to the Law, Huseynov said.

"The Venice Commission appraised the Law, stating it fully meets international standards. The Venice Commission has not informed Azerbaijan on a need to inject changes into the Law on Freedom of Assembly and we do not have any data on this matter," the head of the department said. It is not planned to return to this matter soon, Huseynov said.

Foreign policy

"The USA supports Azerbaijan's entrance to the World Trade Organization (WTO), but for this, the country should fulfill several obligations before the organization, including establishment of free economy and removal of bureaucracy," U.S. Deputy Secretary of Commerce John J. Sullivan said in Baku on 29 October.   Sullivan stated that the key goal of his visit to Azerbaijan is to demonstrate the wish of the USA to provide economic support to Azerbaijan.

Legal reforms should be held to re-form the economic market of the country. "U.S. Commercial Legal Services Department is prepared to provide assistance to Azerbaijan in this regard," he said. According to Sullivan, Azerbaijan is a friendly country for the development of business and investments.

The total economic and regional development of Azerbaijan was discussed at the international ' Azerbaijan in the regional and geopolitical coordination system' conference (2008-2013) in Moscow. The conference was implemented by the Russian State Humanitarian University together with the Azerbaijani Embassy in Moscow and Information and Analytical Centre to study post soviet area of the Moscow State University.

Leading experts, political scientists, historians and sociologists from Russia attended the conference. Prof. Fikrat Sadikhov from the West University ( Azerbaijan) was the main speaker.

Four main directions were considered at the conference: the total economic and regional development of Azerbaijan, regional development strategy, perspectives of settlement of the prolonged conflicts and Azerbaijan at the turn of civilization.

Political movements

Hafiz Hajiyev, the former presidential candidate and chairman of the opposition Muasir Musavat party, believes that the presidential candidates bloc, which is planned to create, will represent a new opposition. "A new opposition is formed in the country after the presidential elections. This opposition is capable to hold a civil struggle," Hajiyev told Trend . The preliminary discussions of the issue have been already held. "As a result of the talks, which were held with several candidates, the decision to keep the issue on the agenda and continue discussions was taken," Hajiyev added.

The new bloc will not allow the old opposition to restore their activity. "Opposition was monopolized by a group of men. We managed to remove them as a result of the struggle and ideas," Hajiyev said.

The former candidate and chairman of the Liberal and Democratic party, Fuad Aliyev, did not take participate in the discussions. "We want to establish a new bloc and cooperate with the forces, which have been supported. Despite Fuad Aliyev participated in the presidential elections, he was not supported by any organization. Aliyev should be happy that he participated in the elections with such a party like we were," Hajiyev added.

Touching upon the former candidate Gulamsuseyn Alibayli, Hajiyev said that currently he was occupied with forming of a new bloc.

The former presidential candidates will hold discussions soon on the formation of new opposition bloc.

The opposition Azerbaijan National Independence Party (ANIP) appealed to the European Court for human rights to restore the violated rights of the party's activist.

In August 2007, a lawsuit was filed on Musa Rahim, activist of the Imishli region organization, in accordance with Articles 211.2.2 (hooliganism against the authorities) and 315 (rough violation of public order) of the Azerbaijani Criminal Code, the party told Trend on 27 October. He was detained because of fetching down roof of his house, writing antigovernment slogans and going hunger strike. The regional court sentenced Rahim to five-year imprisonment in November 2007. Although appeal and cassation complaints were lodged against the decision of the court, the indictment was kept in power.

The ANIP was established in 1992 and is the first officially registered party. Mammadov was a founder and chairman of this party until 2004. At present, Mammadov is the deputy chairman of the International Democratic Society.

No intensive discussions dedicated to extension of the composition of the Opposition Cooperation Centre, which boycotted the presidential election in Azerbaijan, has been held.

"Now we define new goals, which meet new condition," Arif Hajili, the head of the Musavat party Central Executive Department, told Trend . The Opposition Cooperation Centre unites three opposition parties -Popular Front, Liberal and Citizen and Development, which are represented in the Azadlig bloc, as well as the Musavat party and public forum For the name of Azerbaijan. In early September, political organizations signed a joint statement to recognize the presidential elections illegal. Under the statement, the Government which would be formed as a result of the elections is considered illegal. Hajili said that no talks had been held after the presidential election with any political movement to extend the composition of the Centre. "I think no party needs to join the Centre, as there are already political parties which are united," Hajili said.

Sardar Jalaloglu, the chairman of the opposition Democratic party of Azerbaijan (DPA), voiced a sharp reaction to Hajili's opinion. "This is the same Musavat and Arif Hajili, which stood for participation in repeated election and parliament, after the parliamentary election in 2005. This is the same National Front Party of Azerbaijan, which blamed Hajili of the cooperation with the Government," Jalaloglu told Trend . This outlook has led them to stay in the authorities and now, they face the danger to leave the political arena. If Musavat does not want to join DPA, no union is needed, Jalaloglu said. "We are not interested in joining the Centre and consider the organization a real powerful centre," Jalaloglu added.

The Azerbaijani opposition Civil Solidarity Party (CSP) offers forcedly to nationalize all surnames. "The Russian surname endings, including -ov and -yev should be changed with national endings, including -li and-soy. The Party demands fulfillment of the Law on change of surnames and their endings, which the Azerbaijani Parliament adopted in 1993," the CSP said. It is necessary to carry out requirement of the adopted law and national surnames should be given to newborn children, the party considers.

Despite of the issue on wide cooperation between Azerbaijani opposition parties had been discussed much, no information will be informed to press on the issue. "If the interview by Ali Karimli appeared in newspapers, it means he violated the terms himself," Mirmahmud Miralioglu, the chairman of the Classical Popular Front Party (CPFP), told Trend .

The Opposition Cooperation Centre unites three opposition parties -Popular Front, Liberal and Citizen and Development, which are represented in the Azadlig bloc, as well as the Musavat party and public forum For the name of Azerbaijan. In early September, political organizations signed a joint statement to recognize the presidential elections illegal. Under the statement, the Government which would be formed as a result of the elections is considered illegal.

At the discussions, according to Miralioglu, where the chairman of the Democratic party of Azerbaijan (DPA), Sardar Jalaloglu, attended as one of the leading sides which hold the talks, the name of the organization which unites the opposition had not been announced. "Understanding the significance of combining for the future of Azerbaijan, we cooperate in wider composition with political movements, which boycotted the elections. Now, Karimli puts forward an idea to establish Unified Opposition Cooperation Centre," Miralioglu said. Miralioglu considers ungrounded the statements by Arif Hajili, the head of the Central Executive Department of the Musavat party, that most serious parties left the Opposition Cooperation Centre. "The times when we were able to define who was strong and serious have passed. On the other hand, the issue is to unite political movements known in the political arena in Azerbaijan. If anybody does not want to unite, this means there are forces opposing the unification," Miralioglu added.

The organizational committee of newly-established opposition Aydinlar party of Azerbaijan has held its next meeting. "It was noted during the meeting that local offices of the party have been set up in 20 regions of the country. Several more regional offices are expected to be set up in future," member of the organizational committee Gadir Ibrahimli said to Trend . The establishment of Aydinlar party was initiated by Gulamhuseyn Alibayli, former chairman of the Supreme Majlis of opposition Popular Front Party of Azerbaijan after he resigned from this party. Chairmen of Lankaran, Samur and Gakh branches of Popular Front Party of Azerbaijan resigned and joined election headquarters of Aydinlar Party at the beginning of October. It was decided at the meeting to complete organizational work by the end of November. "The constituent meeting is expected to be held at early December," Ibrahimli said.

The candidature of the eminent scientist will be nominated to the chairmanship position to the new established opposition party of Azerbaijan. "Despite I initiated to establish the party, I want it is headed by eminent scientist," Aydin Guliyev, the chief editor of the Baku Khabar newspaper, told Trend . At present, the works have been carries out to announce members of the Organization Committee of the party. Guliyev did not announce the name of the candidate to the chairmanship position. "The names of 11 people, which will be submitted to the Organization Committee, are known, but still have not been announced. We will announce the names in the first half of December," Guliyev said. Guliyev stated that the final decision related his departure from media depends on his new position in the party. "If the position that I will take in the new established party will hinder my journalistic activity, I will leave from the chief editor position," Guliyev added.

The Azerbaijani opposition party, which took part in the presidential elections, does not intend to join political bloc of former candidates.

The opposition Liberal and Democratic Party of Azerbaijan (LDPA) does not plan to unite with other former presidential candidates of the country. "So far, the party has functioned independently and will continue its activity independently, as well. Political blocs, which have been established in Azerbaijan, have not been durable," Fuad Aliyev, a former presidential candidate and chairman of the LDPA, told journalists on 31 October. According to Aliyev, rumors on the party's joining to the new bloc of former candidates are groundless. "Activity in bloc is not successful for parties. Only independent activity can be fruitful for political parties," Aliyev said.

From now on Azerbaijan's opposition Open Society Party (OSP) will not join blocs set up by opposition parties. "OSP will continue its political activity independently. Steps taken by opposition for a next unification will not yield results," Akif Shahbazov, chief of OSP said to Trend . On 29 October, the subunits of the Armenian Armed Forces fired at the positions of the Azerbaijani Armed Forces located in Farahli village of Gazakh region from Shavarshavan village of Noyemberan region of Armenia from 10:50a.m to 11:15a.m..

The Armenian Armed Forces also fired from the nameless heights of Khojavand and Fuzuli regions from 07:30p.m. to 07:50p.m., and from positions near Chilabort and Goyarkh village of Terter region from 09:40p.m. to 09:55p.m., Azerbaijani Defense Ministry said. The National Army of Azerbaijan retaliated and no casualties were reported.

On 30 October, the subunits of the Armenian Armed Forces fired at the positions of the Azerbaijani Armed Forces located in Gizilhajili, Kamarli villages of Gazakh region and Agbulag village of Tovuz region from nameless heights of Berd region, Berkaber village of Ijevan region and Berdavan village of Noyemberan region of Armenia from 01:30p.m. to 01:40p.m., from 01:55p.m. to 02:05p.m. and from 10:25p.m. to 10:45p.m.

The Armenian armed forces also fired from the nameless heights of Gazakh region from 01:35p.m. to 01:45p.m., from Yusifjanli village of Fuzuli region from 02:30p.m. to 02:42p.m., on 31 October from not far from Horadiz village of Fuzuli region from 01:45a.m. to 02:10a.m., from positions near Gizil Oba and Chiabert villages of Terter region from from 01:30a.m. to 01:50, from 02:20a.m. to 02:50a.m. and from Chakhirli village of Jabrail region from 02:00a.m. to 02:20a.m., Azerbaijani Defense Ministry said. The National Army of Azerbaijan retaliated and no casualties were reported.

The National Army of Azerbaijan retaliated and no casualties were reported.
