A new war may begin in South Ossetia, said co-rapporteur of the Parliamentary Assembly of the Council of Europe (PACE) Monitoring Committee on consequences of the Georgian war.
"Russia has not fulfilled most of obligations yet. There a risk for a new war in conflict zones. Monitors face with difficulty while visiting these territories. Furthermore, it is necessary to place international peacekeepers in these territories. We support Georgia's territorial integrity. We urge both sides to prevent violating human rights in the conflict zone," Co-rapporteur Van den Brande said at the PACE session on Jan. 28.
Resolution 1633 on the theme Consequences of the war between Georgia and Russia was adopted at the plenary session of PACE on Oct. 2. It states that the beginning of the war in South Ossetia could be unexpected, but the war was the result of a serious escalation of tension, provocation and associated deterioration in the security situation. PACE believes that Russia is fully responsible for the violation of human rights, humanitarian law in regions under its control.
At the night of 8 August, large-scale military operations were launched in the self-declared South Ossetia republic. The Georgian troops entered Tskhinvali. Later the Russian troops entered the city and drove the Georgian forces back to the Georgian territory. On Aug. 26 Russia recognized the independence of Abkhazia and South Ossetia. On Sept. 9 Russia sets diplomatic relations with Abkhazia and S.Ossetia.
Van den Brande said that a dialogue should be restored between the sides. Dialogue is an only way out of the situation.
"Practically, Georgia has fulfilled all obligations of the Resolution and decided to form an investigation commission at the parliament," Co-rapporteur of the PACE Monitoring Committee for Georgia Matias Iorsh said.
Both sides violated human rights.
"At present a key problem is connected with recognizing independence of Abkhazia and South Ossetia. We do not have powers to annul independence. Russia should respect the EU decisions. We hope for annulling independence and should think of assisting both sides in finding way out of the situation.
