Azerbaijani opposition parties’ agitation group appeals to Constitutional Court

Azerbaijani opposition parties' agitation group on referendum appealed to the Constitutional Court.

"The appeal said that the Azerbaijani parliament's decision dated Dec. 26, 2008 to hold referendum should not be fulfilled, as it will damage the Azerbaijani Constitution, including human rights and freedoms protected by the Constitution," Chairman of the Azerbaijan Democratic Party (ADP) represented in the Movement for Garabag and Republic Sardar Jalaloglu told Trend on Feb. 5.

A referendum will take place in Azerbaijan on March 18 to amend 29 articles of the Constitution.

Thirteen initiative groups submitted signature lists to the CEC.

The CEC registered the New Azerbaijan, Shahar, Taraggi and Law and Democracy initiative groups. Abad Kand was not registered.

A term of submitting signature lists to the CEC finished at 18:00 on Feb. 1.

The Constitution was adopted in 1995. Amendments and additions were made in 2002.

"We have discussed expanding the movement at the today's meeting," Jalalgolu said. "Agitation groups, including Peoples Republic of Azerbaijan, National Independence formed by the Union For Democracy and the Azerbaijan National Independence Party (ANIP) respectively, refused to join our movement. I think all arguments which they put forward not to join the movement were groundless."

Jalaloglu said that he initiated to include these political organizations to the movement.

"I met with Mirmahmud Miralioglu and Panah Huseyn and offered them to join the movement," he said. "After head of the Peace and Democracy Institute applied to them in a written form. Their arguments on this matter are groundless," Jalaloglu said.

The right-wing ADP was founded by Sardar Jalaloglu in1991. The party had been occupying a radical position against the authorities by January 2007 when it took a new political course to dialogue with the authorities. Rasul Guliyev, the former chairman of the party, and his supporters separated from the party protesting against its new political course and founded their new Open Society Party.
