Azerbaijan, Baku, October 9 / Trend V. Zhavoronkova /

Commonwealth of Independent States should not be considered as useless organization. Its historic significance should not be forgotten, political scientist, editor-in-chief of Russian newspaper Kommersant, Azer Mursaliyev, said.

CIS summit is being held in Kishinev. Presidents of several participant-countries, including Turkmenistan, Kazakhstan and Tajikistan refused to attend it.

Such decision of CIS countries' leaders is interpreted differently. People say that the organization has lost its urgency.

Mursaliyev said that CIS's significance should not be underestimated.

"I would not estimate CIS as useless organization. Though it became the organization long ago where heads and officials of participant-countries discuss the same from year to year, its historical role should not be forgotten," Mursaliyev told Trend news over phone from Moscow.

He said that it is not a secret that CIS was established as a tool of 'civilized divorce' but not a union.

Expert said that from this point of view CIS has fully fulfilled its role.

"This 'divorce suit' of USSR collapse at the very least followed the wrong scenario that might have been," Mursaliyev said.

He said that Yugoslavia is the example of those terrible prospects that might have cover USSR peoples.

CIS is the inter-state union of the most former USSR Republics established in December 1991.
