In Azerbaijan the issues of "surrogate motherhood" and "donorship" should be fixed by law, the Parliamentary Social Policy Committee Chairman Hadi Rajabli told Trend.

According to Rajabli, in Azerbaijan, according to the results of the conducted researches, the level of sterility is 13 percent. Slight interference may contribute to the achievement of significant results in addressing this problem, he said.

"Surrogate motherhood" and "donarship" is reflected in the draft law "On reproductive health and family planning", but given that disagreements were observed at the autumn session of 2009 on the draft law, it was returned to the committee for revision.

According to Rajabli, the draft law is expected to be considered at the spring session of the Parliament.

"Some people believe that this issue does not correspond to our national mentality," Rajabli said. "Why can not we adopt the decision, serving family happiness of people, if even some Islamic countries have already adopted it?"

The term "surrogate motherhood" emerged in Europe. In Azerbaijan, some religious leaders argue that under the holy book Koran, the Islamic culture and morals, the transplantation of an embryo from one body to another is unacceptable.

"Because in this case a genetic background is violated. If God wants somebody to have a baby, then it will be so. If to become pregnant through artificial insemination or other means, then it will be unknown whether this child will serve his nation, state and society in the future. Because it is not known who and from where he is," the opponents of surrogate motherhood argue.
