From 2010 Azerbaijan to stop penalties for delay in tax payment: minister

According to the amendments to the Tax Code of Azerbaijan, from 1 January 2010 will be stopped penalties for late payment of tax arrears for more than a year, the Minister of Taxes Fazil Mammadov said during discussions on draft 2010 Public budget. "This will create suitable conditions for enterprises to cover the tax debts," said Mammadov.

As of 1 October 2009, tax arrears of 21,548 taxpayers amounted to 5.9 billion manat. In fact, 201,726 taxpayers operate in Azerbaijan.
According to the minister, of total debts, 3.2 billion manat formed from the main debt, 2.4 billion manat due to interest rate, 0.3 billion manat - financial sanctions.

45.8 percent (2.4 billion manat) of debts was calculated due to late payment of debts. Of the main debts, 1.5 billion manat (46.9 percent) accounted for state enterprises, in particular, the utility organization. This part of the debt accumulated from previous years.

"However, the measures recently taken in the communal sector allow to expect changes in this direction and repayment of tax arrears," said Mamedov.

According to him, 1.7 billion manat arrears of main debts falling on the private sector takes technical character.

"Unlike previous years, currently the tax declarations are provided through the Internet, which is immediately checked by a special program. If to identify technical errors, delays in the provision of tax declaration or failure in their provision, the program immediately charges additional taxes," said the minister.

Over three quarters of 2009, through a similar cameral audit, additional taxes of 1.5 billion manat were calculated, which leads to an increase in technical debt, which is deducted to the extent of its payment.
