Turkmen President Gurbanguly Berdimuhamedov at the working meeting touched upon the results of the check conducted in the Balkan province where several shortcomings were revealed, the Turkmen government said today.
The Balkan province covers the Caspian region of the country. It is of strategic importance to the national economy. There are the basic units of the Turkmenneft state concern, the country's largest oil refinery and a major seaport in this territory. The Avaza tourist resort is also being built.
According to the information, the Turkmen leader focused on the improper organisation of work to implement the plans for the socio-economic development of Primorsky Krai, the social and living conditions and development of rural areas.
In particular, it was stressed that 43 of the 123 social and cultural facilities have been constructed and reconstructed in 2008-2011. The construction operations are underway in 51 facilities. There are 29 remaining sites not yet started.
Houses are being slowly built in the province. At present, the work has been completed in only nine per cent of the homes.
Work is still underway in 17 per cent of homes. The construction operations in 74 per cent have not yet begun.
About 341 vertical wells are planned to be constructed to provide the population with clean drinking water. However, only 52 were constructed. The construction of
32 wells is currently underway whilst the remaining 257 vertical wells have not been launched yet.
The construction of engineering networks has been fulfilled in the province by 52 per cent. About 13 per cent of these networks are under construction. About 35 per cent of the total volume of the planned work remains.
About 26 per cent of transmission lines, 34 per cent water supply, 54 per cent of roads and 85 per cent of the gas pipeline have been constructed in the province.
The president stressed that these omissions have led to the fact that it is unacceptable to delay the implementation of the plans for the construction of industrial and social facilities and housing.
It took about 14-20 months to prepare the project documentation of the facilities and coordinate them with state institutions.
According to the Turkmen President's decree, two secondary schools for 600 seats, equipped with multimedia technology are planned to be constructed in the town of Serdar. They were to be put into operation in October 2010, but despite this, the construction of these facilities has not been completed until now.
The President urged the regional administration to quickly resolve the deficiencies and to establish coordinated work with relevant ministries and departments to develop the socio-economic infrastructure of Primorsky Krai.
By giving instructions, the President stressed the need for involvement of local private companies in civil work in the Balkans and other regions of the country, the Turkmen government said.
