Babayeva/ "The Azerbaijani Communication and IT Ministry intends not only to continue implementation of some large projects in 2009 but also to set down to implement new projects to develop ICT in the country," Deputy Minister of Communication Elmir Valizade said.
Among these projects he named the following ones:
E-management Initiative project worked out by the United Nations Development Programme together with the Azerbaijani Communication and IT Ministry. Within the framework of this project AzDataCom network is being constructed, which will cover all regions of the republic and will transmit information within the country with speed of 10 Gb/s. A part of the project covering Baku, Sumgayit, Ganja and Absheron Peninsula is put into operation. Full exploitation of the network all over the country is envisaged within 2009.
Project of national communication satellite launch. In accordance with Azerbaijani President Ilham Aliyev's Decree on Creation of Space Industry and TV Communication Satellites Orbit in Azerbaijan Republic operations will be continued to orbit space satellite to turn Azerbaijan into a country - transmission of information in 2009.
The project will create conditions to exchange information, deliver international telephone traffic, internet, radio, television and some other services both here and in the region.
Development of Trans Asia-Europe main line (TAE). Talks held to settle ties between Azerbaijan, Kazakhstan and Turkmenistan on optical cable in the Caspian sea-bed will be continued with intent to increase potential of Azerbaijan's information transit and to use more productive TAE main line.
Initiative of high speed informational main line East-West.
This project, initiated by Azerbaijan's President Ilham Aliyev, envisages creation of high speed informational main line uniting Western Europe and basin of the Pacific Ocean.
The main line covering countries of Eastern Europe, CIS, Turkey, Iran, Central Asia, including Afghanistan and Pakistan, passing to China and India, can give an impetus to social-economic development in the region, each country taken separately, as well as to the international informational exchange as a whole.
The project was discussed at a regional meeting of ministers within the framework of BakuTel-2008 the international exhibition and conference in November, resulted in adoption of "Baku declaration on transnational Eurasian super informational main line".
The Azerbaijani Communication and IT Ministry does its best to submit the project to consideration of UN General Assembly in September 2009 and it is planned to work out its technical economic basis.
Financial Services Development Project. Realized through the support of the World Bank, the project will give an opportunity to create infrastructure of united network in the post system and render financial and bank services to the citizens. A contemporary information network, which covers 320 post offices of the country, 70 of which accept payments of the public services via centralized information system on the mass payments of the national bank. This process will be continued this year and envisages involving 450 more post offices.
Application of e-signature. Establishing
corresponding infrastructure will be realized and the National Certification Service Center was formed for the purpose of creation of conditions for
introducing e-signature. The infrastructure will create conditions for
population and organizations to use e-signatures in its activity.
Formation of e-government. The program of activity on formation of
e-government is expected to be approved, different projects to be realized and
work to be conducted in this regard.
Continuation of E-Azerbaijan State Program. E-Azerbaijan State Program is envisaged to be continued during 2009-2012 and a project is devised for this purpose.
Project on creation of regional innovation zone. Regional innovation zones on high technologies are envisaged to be established in Azerbaijan for ensuring innovation activity, which will serve the future development of the country. These zones can serve the introduction of high technologies in different spheres of economy, development of small and medium enterprises, attraction of foreign companies and potential investors into the country, development of human resources, expansion of local manufacturing of electronic equipment and software.
Socially directed People's Computer Project. A project is planed to be realized in co-operation with Microsoft and Intel companies to expand population's use of IT services. The project will give an opportunity to acquire computers via privilege credit.
