Negotiations with the largest Azerbaijani mobile operator Azercell Telecom for licenses to offer 3G standard revealed that the company's application does not fully meet existing requirements, Communications and IT Minister Ali Abbasov said.
"I believe if Azercell prepares the required documents, the company will also be granted a license," he said, adding that this will happen in the near future.
According to the official, presently the ministry is also considering an appeal from Bakcell.
Azerbaijan has three mobile operators, including Azercell, Bakcell and Azerfon. The latter has already received a 3G license and intends to provide 3G-standard services by late 2009.
