Azerbaijan, Baku / Trend corr S. Babayeva / A 'Development of Freedom of Information Freedom' NGO has developed methods to monitor websites of state bodies within the framework of the project of 'Assistance in Implementation of Freedom of Information for Citizens'. In compliance with the methods the website of the Azerbaijani Taxes Ministry has been analysed.
According to the 'Multimedia' centre, the site meets the standards and provides for extended information on the history of the ministry. One of the disadvantages is that the site has lots of pages and sound animation, which complicates the uploading of the site. A positive fact is biographies, telephone numbers and e-mails of officials, as well as reception days of the administration of the ministry.
The activities of the, ministry were highlighted at the appropriate level. Issues of possible interest to the users are provided on the site.
There is also extended data on services provided to the public by the ministry, on-line services, interactive communications and forums.
The site meets technical requirements. It has a search engine, subscription systems and news. The look of the site, navigation system and usability is satisfactory, according to 'Multimedia'. At the same time there are several things lacking. For instance, the site does not provide any data on international agreements and normative-legal acts adopted on the basis of those agreements.
