EDB to finance consulting support for project in Kazakhstan

The Eurasian Development Bank (EDB) will render technical assistance in the preparation of an investment project to create a three-dimensional (3D) geographic information system in 17 big cities of the Republic of Kazakhstan, Trend reports referring to the Kazakh media.

The EDB’s Technical Assistance Fund will finance the full consultative support of the project. The project consultant is KPMG Tax and Advisory LLC.

The technical assistance rendered by the EDB includes the preparation of project documentation and the use of the EDB's competencies via a public-private partnership mechanism. A consultant will be also involved in the process.

3D Geographic Information System is a technology that offers a completely different way of creating and using a supermap, through which complex planning and analysis can be conducted.

The functional zoning of land plots will be carried out, a unified e-map of lands, real estate, roads (digital city master plan) in 3D and 2D will be created thanks to the geographic information system.

A three-dimensional model of the city will be presented with realistic features and actual facilities. The thematic maps of landscaping, roads, hydrography and other infrastructure of cities will be created.

One of the main features of this system is the ability to create a unified map of the utilities of the city, which will minimize the risks of emergency situations and inconsistency in the actions of utility services.

The complete statistics on city facilities with passports will be shown in the geographic information center in 2D and 3D.

The accurate calculations of distances, embankment volumes, land inspection, site boundaries, and the purpose of facilities can be carried out on the basis of vector digital 3D models.

Presently, there are no such geoportals of cities in Kazakhstan. A three-dimensional geographic information system has been implemented only in Nur-Sultan (Smart City concept).

The instructions were made to continue the implementation of the Smart City concept in the cities of the country based on the reference standard.

The experience of Nur-Sultan and other world megacities must be taken into account by using high-tech solutions for the rational use and management of resources.

This must be implemented in accordance with the task of creating "smart" cities of the nationwide priority of the balanced territorial development upon the decree of the President of the Republic of Kazakhstan dated February 26, 2021 No. 521.
