High-grade mobile human capital and constant implementation of innovations should become basic competitive edge of Kazakhstan in these terms. Kazakhstan will increase state spending on education within three next years up to 4.1% of GDP. In the year of 2009 science funding will be doubled hitting thus KZT 540 bln, in 2012 infusions will grow by 25 times making KZT 350 bln.
