Special payment for jet fuel supplies at Kyrgyz Manas to violate US-Kyrgyzstan Agreement

If Kyrgyzstan introduces a special payment for the supply of jet fuel at the Transit Center Manas, it will violate the intergovernmental agreement with the United States, Government spokesman Sapar Isakov said at a meeting of the Committee on Fiscal and Monetary Policy of Zhogorku Kenesh (Parliament), 24.kg reported.

According to him, the last agreement was signed in 2009. "It clearly specifies: The U.S. Defense Department and its contractors are not taxed at the territory of Kyrgyzstan. There is no mechanism for amending the agreement. It is valid for five years. If Kyrgyzstan wants to terminate the agreement, it must notify the other party within 180 days period. The American side responded immediately to the parliament's decision to approve a bill on special payments. The U.S. opposed. Kyrgyzstan can not violate the agreement," he said.

He noted that Kyrgyzstan is a member of the Venice Convention. "According to it, all the parties are obliged to unconditional fulfilling the conditions of international agreements," Isakov noted.
