Tbilisi will celebrate the New Year without a budget. Despite a seven-hour debate on the issue, factions within Tbilisi City Council failed to agree.
The position of ex-President Saakashvili's opposition party United National Movement is strong. It offered a draft budget for 2014 agreed with the various factions.
However, the new majority in the City Council, where the parties of the ruling coalition Georgian Dream are represented, considered the budget as being aimed at the growing influence of the United National Movement. As a result, the draft budget failed.
Within the next month officials must submit a new version of the budget to the City Council.
