The Science Development Fund under the Azerbaijani President has supported the project of forming the national science citation index, executive director of the fund Elchin Babayev said at the first republican scientific-practical conference, held at the Institute of Information Technologies of the Azerbaijani National Academy of Sciences today.
Babayev said that the availability of open scientific information resources may be useful for scholars of Azerbaijan and other countries.
The unification must be taken into account while creating the electronic resources for scholars of the eastern and western countries to be aware of the state of the scientific sphere in Azerbaijan and to be interested in cooperation.
"Higher Attestation Commission monitored 168 of 292 recommended scientific publications," he said. "Only 27 publications have information resources. While analyzing the quality of 27 books, one can say that the situation is not so optimistic. A lack of this kind of open scientific resources does not allow saying about the science citation index. The issue is conceptual. As these resources are successful, we believe that they must be supported in the future. We believe that the situation in this field can be changed for the better by allocating the grants."
The Science Development Fund under the Azerbaijani President has made several proposals on holding the training for journal editors and officials of scientific publications with participation of international experts in the field.
He added that the work in the field of scientometrics and bibliometrics must be strengthened. The fund is ready to support the staff of the institutions in this sphere for participation in international events.
Scientometrics and bibliometrics are science research methods, scientific disciplines and practice areas. Bibliometrics is based on analyzing the date on the publications - bibliographic data.
Scientometrics tasks are mostly solved by specialized institutions and information services.
