Armenia has repeatedly demonstrated an unconstructive position, a Azerbaijani official said.

"Armenia's suspension of the protocol ratification process with Turkey proves once again that the country does not keep its promises," Azerbaijani Parliamentary Deputy Speaker Bahar Muradova said. She added it is impossible to predict what Armenia will do as a result.

Turkish and Armenian foreign ministers Ahmet Davutoglu and Edward Nalbandian signed the Ankara-Yerevan protocols in Zurich Oct. 10.

Although some parties consider Turkish-Armenian relations and the Nagorno-Karabakh conflict as different issues, the normalization of their ties is directly related to the settlement of the conflict, Prime Minister Recep Tayyip Erdogan said in Ankara after his official visit to Moscow.

The Armenian Constitutional Court considered the commitments reflected in the Turkish-Armenian protocols signed by the countries' foreign ministers at the University of Zurich Oct. 10, 2009.

After approving the protocols, the court said that there is no need to form a joint commission to investigate the events of 1915. Armenia will never refuse its claims of a "genocide," the court said.

Last week, Armenian President Serzh Sargsyan froze the ratification of the protocols.
