"Afghanistan's development plays a key role in the development of Iran," Iranian First Vice President Parviz Davoodi told reporters at an airport in Afghanistan.
Davoodi visited Afghanistan upon the invitation of Afghan First Vice President Ahmad Zia Massoud.
The officials will discuss bilateral relations and international issues in Kabul, the Iranian Presidential Administration's official Web site reported.
During the visit, Tehran will allocate a $300-million loan to develop the private sector in Afghanistan and reconstruct the country.
Davoodi said Iran and Afghanistan are neighboring countries that have a common religion and culture.
"We support developing relations," he said.
Iran intends to invest in transportation, electric-power production and laying roads in Afghanistan, Davoodi added.
