Voter turnover on the referendum was 14.7 percent by 10:00 local time, the Central Election Commission (CEC) Elections Informational Center reported.
Azerbaijan is holding a referendum on March 18 to amend the Constitution.
The referendum campaign began on Feb. 18 and finished on March 16 at midnight. A total of 23,000 manat was allocated to every agitation group for campaign.
The Azerbaijani Constitution was adopted in 1995. Amendments and additions were made in 2002.
