The United States was represented by Secretary of State Hillary Clinton, U.S. Ambassador to Georgia John Bass, Deputy Secretary of State for European and Eurasian Affairs Philip Gordon, Secretary of State for Energy Representative Richard Morningstar, and National Security Council Director Elizabeth Sherwood-Sandal.

Georgia was represented by President Mikheil Saakashvili, Prime Minister Nika Gilauri, National Security Council Secretary Eka Tkeshelashvili, Foreign Minister Grigol Vashadze, Deputy Foreign Minister Georgi Bokeria, Foreign Ministry U.S. Department head Otar Berjenishvili, Deputy Interior Minister Eka Zguladze, Economy and Sustainable Development Minister Vera Kobalia, Deputy Defense Minister Nika Vashakidze, and Georgian Ambassador to the United States Batu Kutelia.

After the meeting, Saakashvili and Clinton discussed a range of issues behind closed doors
