The next conference Thinkers of transformation took place in Berlin through the organizational support of Bertelsmann Fund and German Technical Assessment Society (GTZ).
The event is held each two years, and during that week, brainstorming session is conducted with the members of the parliament, representatives of the civil societies, ministers of finance and economy from 35 countries, the Director of Public Finance Monitoring Center (PFMC), Ingilab Ahmadov informed Trend.
Ahmadov was the only participant from Azerbaijan, at the conference. According to him, the conference was held to discuss the transformation index of Bertelsmann, which is worked out by the Fund on base of the common researches and taking into consideration the official data of the countries, World Bank and UNDP. The indexes come out on base of the political and economical reforms in the countries.
It comprises of two components index status and management index. The first one reflects the indicators of the political and economical reforms, efficiency of laws, stability of the democratic institutions and organization of markets. The index indicator for Azerbaijan became worse,
and Azerbaijan took 82nd place among 119 countries while in 2003, it was at the 72nd place.
The second component includes the qualitative indicators reforms in the infrastructure, development of the civil society and efficiency of resource management. In this indicator, Azerbaijan took 95th place, and Armenia 56th. Among post soviet countries, Azerbaijan is located practically at the same level with Uzbekistan and Turkmenistan.
I expressed my dissatisfaction with the inaccuracy of conclusions in relation with Azerbaijan, taking into account that such reforms take place in the country. It seems it is linked with the inactive activity of the Azerbaijani Government with the Bertelsmann Fund, but they considered the index calculation methods as objective, Ahmadov said.
According to him, such events are considered as very useful. Azerbaijan, Belarus and Tajikistan were invited to the event from the post soviet countries. After the conference, the Fund organized a meeting with the representatives of Bundestag.
During this meeting, they voiced their confidence that the European Union will expand, and it would be desirable to invite Azerbaijan to join EU, Ahmadov said.
