Azerbaijan, Baku / corr. Trend I.Alizade / "The active law "On political party" in Azerbaijan was adopted in 1992 along with shortfalls. Therefore, it needs to adopt a new law corresponding with the reality," said Bahar Muradova, the Deputy Chairman of Milli Majlis [Azerbaijani Parliament] and also member of the Executive Board of ruling New Azerbaijan Party (NAP). In addition, she said that this issue was included in the agenda of NAP. "The new law should be brought into conformity with the Constitution and reflect items directed towards ensuring transparency in the activities of the political parties. The active law has firstly intended for regulating inner-party situation," Murdova said.
She considers that the philosophy of this law should exist. The law should reflect items regulating the relations between the State bodies and political parties, as well as between parties themselves. The inner-party issues should be stipulated in the regulations of the parties. "In my opinion, somebody's concrete goals can not be taken into consideration in the new law. The social-political situation should be taken into consideration here and as well as it needs to use the international experience in certain degree," Muradova said.
According to her, it does not need to hurry in adopting the new law. A law which meets all requirements should be devised.
According to Muradova, negotiations are held between the Government of Azerbaijan and international organizations with regards to the improvement of the law "On freedom of Assembly". "Such discussions have taken place and will take place always. The proposals regarding the above-mentioned law are still discussed. It is earlier to express opinion beforehand because the project has not been confirmed concretely," Muradova said.
