The Azerbaijani Government is preparing a draft program to provide Azerbaijani youth getting education at public expense abroad with work in the country. Minister of Education Misir Mardanov told journalists last week that the discussions on the preparation of the project were attended by the representatives of the Ministry of Economic Development, Ministry of Labor and Social Protection, Ministry of Finance, the Public Service Commission under the President and other government agencies. Trend Agency conducted a poll regarding the contribution of youth organizations in Azerbaijan to the project.
Chairman of Youth Association of the ruling New Azerbaijan Party Ramil Hasanov:
- I support the position of the Azerbaijani youth, who getting education abroad at public expense, return home and, staying here for a certain period, return back. We must not upset the fact that the Azerbaijani students getting education abroad do not return to their homeland. Azerbaijan does not lose from this. It is necessary to take into account that the Armenians and the Jews are a strong lobby in the world and this is related to the education abroad. Educated young Azerbaijanis can assist in the formation of the diaspora in Europe. The Azerbaijanis, getting education in prestigious universities worldwide, work in well-known corporations, media and other structures.
Chairman of the youth organization of Musavat Party Tural Abbasli:
- If the Azerbaijani students receiving education abroad obtain a guarantee of job provision and solving everyday problems at home, then most of them will come back. I do not believe that they will chose to live in exile. The main reason for the Azerbaijani youth studying abroad to stay and work there is the high wages. Even if they will work in Azerbaijan, they will not gain tenth of those that they could earn abroad. Naturally, because of the problems of youth, the patriotism recedes into the background. Therefore, their financial requirements should be addressed in the home country.
Chairman of Azerbaijani Dalga Youth Movement Vafa Jafarova:
- Devising a draft is a good initiative. Many people who get education abroad do not want to return to their homeland. They can not come back due to employment problems. It is difficult to get citizenship abroad, and therefore, young people prefer to live and work illegally in the country, where they have been educated. In this case, they do not use the knowledge gained at university, since they can not get prestigious job because of illegal residence. Taking into account the education got by the students abroad, they should be provided with a good work in Azerbaijan. The future of Azerbaijan must be built with the Azerbaijanis, who studied in foreign countries.
Chairman of Azerbaijani youth movement of Citizen and Development Party Nuraddin Babayev:
- After receiving education abroad, Azerbaijani students return home, but getting low wages, they prefer to work abroad. Conditions must be created for these young people to work in Azerbaijan. People working in foreign companies in Azerbaijan are provided with car, apartment and receive high salaries. All conditions are created for them. They apply their knowledge to work. Unfortunately, there are not such conditions in the government agencies. First of all, the government should create conditions for young Azerbaijanis, who studied abroad, so that they prefer to return home.
Chairman of youth movement of Democratic Reforms Party Ramin Hajili:
- I do not believe in the prospect of the project, which is under preparation. The project will not bring positive results. Students who received education abroad will not work in Azerbaijan. Young Azerbaijanis who were educated in European countries adapt to that environment and do not want to return home and face problems. It is impossible to return them to homeland with job.
According to the State Program on Education of Azerbaijani Youth Abroad for 2007-2015, 186 Azerbaijanis get education at 81 prestigious universities in 17 countries worldwide. The State has provided 3.5 million manats for their education. Under this program, seven students have already received master's degree.
