Pupils getting prizes at the international competitions on mathematics, chemistry, biology, physics and information science must be taken in Azerbaijani universities without examinations upon one of items of new law Education. It must not cause public resonance, education minister Misir Mrdanov told media on June 22.

"We will be proud for Azerbaijani pupils taking prizes at the international competitions to study in Azerbaijani universities free of charge," he said.

Winners will study specialties used in the competitions, free of charge and without passing examinations, Mardanov said. "They will not be able to study other specialties without passing examinations," minister said.

Azerbaijani Milli Mejlis (Parliament) approved new law Education during the third meeting on June 19.

"According to changes of the law, limitations for owners of private universities cancelled. According to new amendments, foreign legal and physical entities will be able to be founders of universities in Azerbaijan. Termless license will be given to state universities. Private and municipal universities will get license for 5 years. But legal and physical entities will get license not less than 3 years. If foreign legal and physical entities set up university in Azerbaijan, deputy must be Azerbaijani. Over 80 percent of students and teachers must be Azerbaijani," committed head Shamsaddin Hajiyev said at the committee on science and education.

The law Education will come into force in Azerbaijan in 1992. Milli Mejlis launched preparation of new law in 1995. But it was not approved during 14 years.

Earlier, universities could be only state and private upon the law.
