The Azerbaijan Publishing House has refused to render services to blacklisted newspapers, General Director Agabey Askerov said in an interview with the ruling New Azerbaijan Party's website.
"Some journalists do not even have a secondary education," Askerov said.
He added that many newspaper are not able to pay their debts to printing houses.
"This creates difficulties because we have liabilities that we have to cover," Askerov said.
He stressed that about 170 newspapers and magazines are printed in the country.
