Justice Ministry: Creation of Baku City Municipality to be topic of discussion

The Justice Ministry considers it possible to create the Baku City Municipality.

"Establishing the Baku City Municipality may be topic of discussions," Mehdi Salimzade, the chairman of the Center for Work with Municipalities under the Justice Ministry, told Trend today.

According to Salimzade, city municipalities are created to coordinate, organize and regulate the activity of municipalities, ensuring their provision with assistance from other bodies in addressing the socioeconomic problems of the city, issues related to the improvement, development of communications and infrastructure.

"Similar problems also exist in Baku," Salimzade said. "However, in recent years, work to rebuild infrastructure and landscaping have been underway in the capital thanks to the Baku City Executive Power and district municipalities. The establishment of the Baku City Municipality may be reasonable if it will lead to the even greater activization of the municipalities. If after the establishment of the city municipality the city's development rate remains the same, then there is no need to establish such a structure. At present, preparation of a bill is underway. The opinions and proposals on this matter should be taken into account and submitted for consideration after the bill will be extensively and fully discussed by interested sides."

According to the official, before large city municipalities can be established, it is necessary to study and analyze the situation in this sphere. If the analysis determines that the initiative is effective, then the establishment of large city municipalities will become possible.

Salimzade said large city municipalities already operate in the Mingachevir and Shirvan regions.
