Chief of Baku Main Police Office, Major-General Rafig Abbasov made a report on the activities carried out to combat crimes, ensure public order and safety and on future tasks. It was noted that the number of the crimes committed in Baku in 2010 reduced by 1.6 percent and constituted 10 612 crimes, 86.7 percent of them are less grave crimes, 13.3 percent are grave crimes. Compared to 2009 the number of grave crimes reduced by 7.8 percent, including robberies by 7.7 percent, plunder by 19.8 percent, rape by 6.5 times, kidnapping by 7 times, theft of personal property by 1.3 percent, swindle by 6.3 percent. 79 percent of the crimes were solved in 2010, including 75.9 percent of grave crimes, 97 percent of premeditated murders, 94.7 percent of attempted murders, 94.8 percent of rapes, extortion by threats, deadly road accidents was solved. Compared to the previous year the solution of premeditated murders was improved by 12.3 percent, deliberate infliction of bodily harm by 5.5 percent, theft of state and municipality property by 13.6 percent. 35 criminal gangs consisting of 91 persons that committed robbery, 21 criminal gangs consisting of 52 persons that committed burglary were disclosed. 71.8 percent of the wanted persons, including 94 wanted since the previous years were found.
Over 138 kg drugs were removed from illicit turnover in the reporting year, 56 criminal gangs were disclosed, compared to 2009 opium and heroin were taken from the criminals more. Maintenance of public order was controlled seriously in the capital. Unsanctioned protest actions were prevented by the police, public order was perfectly ensured in the mass event held in the city. About 463,000 administrative protocols were
made up with regard to the violation of public law rules, including traffic rules. Compared to the previous year the number of the road accidents reduced by 3.2 percent, the number of the injured by 8.6 percent, while the number of the deadly accidents increased by 2.6 percent, the number of the dead by 5.9 percent.
