Uzbekistan eyes setting up national freelancer center

The Ministry of Public Education has developed a draft bill for a project aimed at improving conditions for freelancers, Trend reports with reference to Uzbekistan National News Agency.

The project aims to establish a national freelancer center, whose residents will be able to enjoy new benefits and preferences.

The draft bill prepared by the ministry defines the objectives, procedure and criteria for registration of freelancers as residents of the center.

“Under the project, creation of a center of freelancers estimated at 20 billion soum [$1.9 million] is planned. The center will offer training courses and help the freelancers to gain skills in website development and design, as well as to develop mobile applications,” the agency said.

Residents of the center will be given temporary employment certificates with crediting of work experience and will be provided with assistance in employment. In addition, they will be able to accept payment in foreign currency without paying bank fees and provide their services on the basis of a public offer.

The draft law specifies the criteria that potential residents of the center must meet. In particular, they must provide their services via Internet, not have registration as an individual entrepreneur and not use the services of hired employees.

The public discussion of the project will last until June 12, 2020.
