Azerbaijan, Baku / Trend corr. I.Khalilova / A fund is expected to establish to finance non-governmental organizations (NGO) by the Azerbaijani Government at the expense of the state budgets, Ayaz Guliyev, the president of the National forum of NGOs, said.
Some AZN 1.5mln was for the first time invested into the State budget to allocate grants for implementation of different programs and projects.
The forum submits two proposals on creation of NGOs Council at the President Office or by the Council of Public Chamber, but the Presidential Administration to create Committee on work of NGOs.
"The President will make the final decision," Guliyev said.
The funds will be allocated as grants and the projects will be choused through competition. The minimum size of grants should not be less than AZN 20,000 or 30,000. "There are international funds, which allocate grand in amount of AZN 5,000 or 10,000," Guliyev said.
The President's order includes 15 priority directions of NGOs to finance projects at the expense of State budget. The projects will be implemented in human rights protection, democratization, social sphere, popularization of Azerbaijan abroad and other issues.
"No international organizations has demonstrate interest to finance this sphere so far, therefore, I believe that State's support will positively affect on development of the sphere in the country," the head of the Forum said.
According to the Azerbaijani Justice Ministry, around 2.260 organizations received state registration. However, the list includes international organizations, their branches. Actually some 500 NGOs are functioning in Azerbaijan, but the other cannot function due to lack of material basis and finance.
The Forum was established in 1999.
