Azerbaijan will launch construction of a waste burning plant with capacity of 500,000 tons in August 2009. The contractor is French CNIM, Clean City joint stock company head Zakir Ibrahimov said. [Clean City was founded upon presidential decree on August 6, 2008].
"This plant will meet both European and local ecological demands. The wastes of this production are harmless for country's ecology," Ibrahimov said.
He saidCNIM has extensive experience in this field. It has built more than 120 waste burning plants worldwide. Currently, preparatory work is underway to start construction. The plant will be built within three years plus two years - the period of identifying defects and the next 20 years - the term of the operation CNIM.
The total construction cost of the plant is estimated at 346 million euros with a period of 36 months. About 86 million euros has been allocated for the construction of the plant. He said launch of the plant will reduce domestic wastes 10 times in Baku and three times in weight. The plant will be able to burn annually 500,000 tons of domestic waste and produce of 231.5 million kilowatt hours of electricity.
"The world crisis has not affected on investment plans for the project as investment in construction of the plant will be made from the public budget," Ibrahimov said.
Last year Ministry of Economic Development of Azerbaijan entered into a contract with the French CNIM type "key" (turn-key), which will be implemented on a DBO (Design - Build - Operate). This means that the responsibility for the design, construction and management of the plant will be assigned to one contractor CNIM.
The waste burning plant will have two lines of 250,000 tons and a turbine to produce electricity. According to the draft, the capacity of the plant can be increased by another 250,000 tons in the future. Precipitation ash left from burning waste could be used in road construction.
