Azerbaijani President Ilham Aliyev has issued a decree on ensuring activity of the State Committee for Property Affairs, AzerTaj news agency reported.
The Presidential Administration's press service informs that the decree endorsed the Regulation on the State Committee for Property Affairs, the list of structures in the table of the Committee and the Regulation on State Register Service under the State Property Committee.
"The decree also commissions to set up a centre to organize tenders and auctions on the basis of a similar centre of the former State Property Management Committee and approve its Regulation. In addition, the SCPA should found a centre for cadastre and technical inventory and a centre for information technologies & information management," it was reported.
The decree also endorsed 726 full-time offices for the Committee's staff and organizations under his authority. Thus the number of employees will amount to 260 staff and 315 people in regional offices of State Committee. The number of employees of the state service for property register should be 80 people and center for the organization of auctions - 71 people.
The Cabinet was charged with solving all issues of Committee's finance support within 10 days and within a month to implement measures to ensure the activities of its structural subdivisions on the basis of proposals by the Committee.
Within two months of the Cabinet of Ministers should develop and submit proposals to the President on conformity of existing legislation with this decree and improvement of legislation on registration of rights to property.
During a month, it is also required to bring the legal acts of the Azerbaijani Cabinet of Ministers and relevant agencies into conformity with the decree and report to the president about this.
The State Committee for Property Affairs was commissioned to establish an enterprise and approve charters of the cadastre center and technical inventory and the centre of information technologies and information management.
The Azerbaijani Taxes Ministry was charged to provide these centers with the public registration.
Under the legislation, the executive powers engaged in cadastre of real estate facilities separately quarterly reports on cadastre of the State Committee on Property.
The State Committee, in turn, will quarterly provide relevant information on conducting the unified cadastre of real estate by executive powers, involved in cadastre of real property.
The decree came into force on the date of signing - June 24.
