Azerbaijan increases excise taxes on certain products, import of cars and yachts

Azerbaijan has changed the excise rates on domestically produced tobacco products and alcoholic beverages, according to the draft amendments and additions to the Tax Code, discussed at a meeting of the parliamentary committee on economic policy Dec. 29.

Earlier, the share of excise tax in the cost of all kinds of tobacco products was 12.5 percent.

The share of excise tax has been set for 1,000 cigars, cheroots and cigarillos (thin cigarettes) at a rate of ten AZN, but for cigarettes and their substitutes - four AZN per 1,000, according to the amendments.

Moreover, the share of excise tax in the cost of alcoholic beverages has been increased.

Thus, the share of excise tax in the cost of drinking alcohol, vodka, liquor, fortified drinks is two AZN, brandy and cognac products - six AZN, champagne - 2.5 AZN, beer and other beverages - 0.2 AZN.

Earlier, the share of excise tax in the cost of alcoholic beverages was as follows: drinking alcohol - 0.8 AZN, vodka, liquor, fortified beverages - 0.5 AZN, brandy and cognac - 0.2 AZN, champagne - 0.2 AZN, beer and other beverages - 0.08 AZN, wine and beverages - 0.1 AZN.

Azerbaijan has increased the excise rates on imported cars, yachts for leisure and sports and other vessels, imported for this purpose, according to the draft amendments and additions to the Tax Code, discussed at a meeting of the parliamentary committee on economic policy Dec. 29.

According to the amendments, the share of excise tax in the cost of passenger cars with an engine capacity of up to 2,000 cubic centimeters has been set at 0.2 AZN per each cubic centimeter, up to 3,000 cubic centimeters - at 400 AZN (plus one AZN for each cubic centimeter with an engine capacity of 2,001- 3,000 cubic centimeters), up to 4,000 cubic centimeters - 1,900 AZN (plus four AZN per each cubic centimeter with an engine capacity of up to 3,001-4,000 cubic centimeters), up to 5,000 cubic centimeters - 5,900 AZN (plus eight AZN per cubic centimeter with an engine capacity of 4,000-5,000 cubic centimeters), 5,000 cubic centimeters - 13,900 AZN (plus ten AZN per each cubic centimeter with an engine capacity exceeding 4,000 cubic centimeters).

The share of excise tax in the cost of the yachts for leisure and sports and other vessels envisaged for these purposes has been set at three AZN per each cubic centimeter of engine.

Earlier, the share of excise tax in the cost of cars and yachts for leisure and sport was as follows:

With engine capacity up to 2,000 cubic centimeters

per each cubic centimeter of engine - 0,15 AZN

With engine capacity up to 3,000 cubic centimeters

300 AZN + one AZN per each cubic centimeter of an engine up to 2,001-3,000 cubic centimeters

With engine capacity up to 4,000 cubic centimeters

1300 AZN + two AZN per each cubic centimeter of an engine up to 3,001-4,000 cubic centimeters

With engine capacity over 4,000 cubic centimeters

3,300 AZN + four AZN per each cubic centimeter of an engine exceeding 4,000 cubic centimeters

The Euro-4 environmental standard has been applied since April 1, 2014 for the cars imported and manufactured in Azerbaijan to reduce emissions of harmful substances of cars into atmosphere and improve the environmental situation in the country, according to the decision of the Azerbaijani Cabinet of Ministers.

The decision on passing to the Euro-4 environmental standard, bypassing the Euro-3 standard, is connected with the increase in the number of imported cars. This negatively impacts on the environment and public health.

The import of vehicles into the country declined after using the Euro-4 standard. Azerbaijan imported 56,804 vehicles in January-November 2014 compared to 93,686 vehicles in the same period of last year.

The official exchange rate is 0.7844 AZN/USD Dec. 30.
