Rice-growing clusters to be organized in Uzbekistan since 2020

Starting from 2020, rice in Uzbekistan will be grown in clusters, as provided for by a resolution of Uzbekistan’s Cabinet of Ministers, Trend reports referring to Uzbekistan’s legal information portal “Norma”.

Clusters are created under the following conditions:

- the rice-growing cluster, using modern innovative production technologies (services), provides rice cultivation and its purchase, sorting, storage, processing, delivery of finished products on a contractual basis to the domestic and foreign market;

- the rice-growing cluster is organized first of all by potential local investors, conducting stable economic activities, having the necessary infrastructure, including property and other means;

- rice-growing clusters, in accordance with the Land Code, are allocated for a period of 30 to 50 years agricultural land not allocated to legal entities and individuals from the land reserves, restored and put into circulation land;

- proposals for organizing rice-growing clusters for the next year's crop are formed annually until February 1.

Rice farms supplying raw materials to clusters are entrusted with the responsibility of ensuring the targeted and efficient use of funds allocated by rice-growing clusters for rice cultivation; take measures to increase productivity, as well as achieving yields of at least 70 centners per 1 hectare of irrigated area; ensure the implementation of rice in quantity, quality and terms specified in the agreement with the rice-growing cluster.

The Uzbeksholichilik Association is being created, the main tasks and directions of which are to ensure the production of high-quality rice products and meet the needs of the population in rice products, coordinate the implementation of adopted programs for the widespread introduction of scientifically based methods of rice cultivation, as well as resource-saving technologies, as well as take measures to increase rice production in Uzbekistan, conducting marketing research to expand product sales markets, developing proposals to increase exports.

The chairman of the association and his deputies will be elected at the general meeting of the founders and approved by the Cabinet of Ministers.

Sources of funding for the association are membership fees and voluntary contributions from rice-growing clusters, rice-growing farms and processing enterprises, sponsorship funds, international grants and technical assistance funds, as well as other non-prohibited sources.
