EAEU eyes introduction of imported goods traceability system

Kazakhstan has proposed a draft of ‘On ratification of the Agreement on the mechanism of traceability of goods imported into the customs territory of the Eurasian Economic Union’ law for consideration of Senate (upper house) of Kazakhstan’s Parliament, Trend reports with reference to Kazakhstan’s Ministry of Finance.

The agreement was signed on May 29, 2019, at a meeting of the Supreme Eurasian Economic Council in Nur Sultan by the heads of state of the Eurasian Economic Union (EAEU).

The main goals of the agreement are to ensure effective control over the circulation of goods, to detect illegal traffic, to exclude conditions for tax evasion, to increase tax revenues and customs payments to the budget.

The provisions of the agreement regulate the terms and procedures for creating a mechanism for the traceability of goods imported into the customs territory of the EAEU. Traceability will be carried out on imported goods, the list of which will be approved by the Council of the Eurasian Economic Commission.

Each EAEU member will have to create a national system of traceability, as well as control the registration by taxpayers in this system. Without registration, the movement of their goods within the EAEU will be prohibited.

The agreement defines the requirements for the exchange of traceability information between EAEU member states. Such an exchange will be carried out on a regular basis through the EAEU integrated information platform.

The introduction of the traceability mechanism will be carried out in stages, the ministry said.

Following agreement ratification, each EAEU member state will have to determine the state authorities responsible for coordinating and implementing the traceability mechanism within 120 calendar days.

After 12 months from the date of agreement’s entry into force a pilot project will be launched. Based on the results of the pilot project, a decision will be made on the transition to a permanent functioning traceability system. Implementation of the agreement will not require allocation of funds from the republican budget.
