Azerbaijan's State Customs Committee eyes to use eTIR procedure on all transport routes

The eTIR procedure can be applied on all transport corridors and routes passing through Azerbaijan, Head of the Press and Public Relations Department of the State Customs Committee (SCC) Natig Akhundov told Trend.

The SCC is ready to use eTIR in all directions as the global legal framework and specifications for this procedure have already been approved, Akhundov said.

According to the SCC representative, the entry into force of Annex 1 to the Customs Convention on the International Carriage of Goods under the Application of TIR Carnets (TIR Convention) in Azerbaijan, which provides the legal basis for the eTIR procedure, is scheduled for May 2021.

“Technical adaptation for the application of this procedure is carried out by the SCC in line with the technical specifications developed by the Sustainable Transport Division of the United Nations Economic Commission for Europe (UNECE) and approved by the countries that are parties to the TIR Convention,” he said.

“Since this procedure includes fully digital customs operations, it is important that all countries to which transportation is carried out are technically and legally ready to use this procedure. Thus, it is this factor that will determine which routes the eTIR procedure will apply to in the first place,” Akhundov noted.

The SCC representative said that Azerbaijan is also working on launching the e-TIR system on the East-West route.

The simplification of transit cargo transportation both on the East-West route and on the North-South route is a priority for Azerbaijan, he added.

The aim of the eTIR project, mainly of the eTIR international system, is to ensure the secure exchange of data between national customs systems for the international transit of goods, vehicles, or containers in accordance with the provisions of the TIR Convention and to enable customs authorities to manage data related to guarantees provided by guarantee chains to authorized users of the TIR system.
