German Technical Aid on Sanitary and Phyitosanitary Codes within Azerbaijan Joining WTO to Be Commenced in March, 2007

The German Government is expected to launch rendering its technical aid to Azerbaijan to its sanitary and phytosanitary codes, Rudiger Ost, an employer of the German Agriculture Ministry, told Trend.

Within the technical aid, the existing system in this sphere is expected to be adapted in accordance with requirements of the Agreement of the World Trade Organization on Sanitary and Phytosanitary Norms. Within the technical aid, the legislation is envisaged to be improved, as well as trainings are expected to be organized and held.

According to R. Ost, Fermany is ready to assistant Azerbaijan in preparing specialists for its Agriculture Ministry and the Negotiating Group on WTO.

We are ready to hold trainings and period of trainees in Germany, as well as prepare instructions for applying the WTO standards, and prepare proposals on improving the legislation, said Mr. Ost. The technical aid is considered till the end of 2007, and the amount of the grant has been determined at the level of в'¬50.000.

According to the Azerbaijani Government, it is for the first time when the amount of the grant will not be discussed with the German Government. The German party has been provided only with the list of measures, and the expenses on the consultants are expected to be spent at its expense.

The Azerbaijan Government is about to do the same during attracting a technical aid from The Switzerland Economic Issues Secretariat (SECO on bringing the intellectual property system in accordance with the WTO requirements. It concerns the industrial property (patents, trade marks, etc).

According to the agreement with SECO, the technical assistance in this direction is expected to be commenced in 2007. Preliminary discussions with representatives of SECO have already been held in Baku, and the Swiss have been provided with the list of measures to be taken. They envisage the adaptation of the intellectual property rights protection system in accordance with the international standards through analyzing the legislation and holding trainings.
