Toyli Komekov was appointed State Department on Caspian Issues deputy foreign minister and chairman by presidential decree.
Komekov served as Fish Industry Committee head from Jan. 2007.
Like Azerbaijan, Kazakhstan, Russia and Iran, Turkmenistan borders the Caspian Sea and has rich hydrocarbon and biological resources.
The collapse of the Soviet Union necessitated signing a new agreement on the Caspian's legal status. The five Caspian littoral states have agreed to adopt a Convention by consensus. The legal regime determined by the Soviet-Iranian agreements is still in effect.
