Azerbaijan is preparing new draft laws in the field of alternative energy, said the Head of the Department of the Energy Regulatory Agency (AERA) of the Ministry of Energy of Azerbaijan Fariz Shirinov, Trend reports.
"The "draft new law" on energy "will define the most general provisions on incentive mechanisms for RES. The new law will determine the legal basis for economic relations arising in the production, transmission, distribution, sale and consumption of electricity, the rights and obligations of its participants; ensuring free access to energy producers and consumers through the efficient use of energy resources and providing consumers with reliable, sustainable, high-quality, affordable and safe energy," Shirinov outlined.
The head of the department noted that the bill "On the production of electricity from RES" will determine the basic legal framework for the use of renewable energy sources for the production of electricity and regulate organizational, economic, financial and social relations in the use of RES, including production and sale. It is also focused on the incentive mechanism and features of electricity production from RES.
"The draft law "On the regulator in the field of energy and utilities" will give AERA the authority to set tariffs, issue RES rules, issue binding orders for all market participants, issue licenses (permits) for RES activities," summed up Shirinov.
