Azerbaijan clarifies details of its zero emissions strategy (Exclusive)

BAKU, Azerbaijan, May 22. Azerbaijan's strategy for achieving zero emissions will be shaped by the outcomes of COP29, Deputy Chief of Service 3rd Degree State Tax Service Advisor Samira Musayeva told Trend.

"The COP29 climate event in Baku will determine Azerbaijan's long-term decarbonization policy. This strategy, expected to begin in 2025, will outline the industries and technology we will use to reach net zero emissions, integrating our international and economic goals," she stressed.

The tax service official further mentioned ongoing analyses of the economic landscape, economic structure, and export markets.

"We are particularly focused on understanding how the strategy of pricing carbon emissions ('carbon tax') will advance the realization of our NDC - national climate goals to reduce greenhouse gas emissions, aligning with our commitments to environmental sustainability. We are also assessing its potential impact on export markets and consumer product pricing," Musayeva added.

She noted that there is clarification indicating that the European Union will implement a carbon pricing system on products from third countries at its border starting in 2026, with potential implications for Azerbaijani exports such as fertilizers, aluminum, electricity, and subsequently, gas.

"In addition to the EU, 74 other countries and state associations, have implemented carbon pricing policies. For instance, many countries that supply products to Azerbaijan have their own carbon pricing policies across various sectors. China, for example, has its own policy on carbon dioxide pricing.

Thus, carbon pricing is a global concern. This issue will be a focal point of discussion at COP29. At the climate summit in Baku in November, efforts will be made to align this and other related issues, considering both global and national interests. Achieving consensus will be challenging, but all countries are committed to engaging in constructive dialogue," Musayeva concluded.

This November, Azerbaijan will host COP29. This decision was made at the COP28 plenary meeting held in Dubai on December 11 last year. Baku will become the center of the world and will receive about 70–80,000 foreign guests.

The United Nations Framework Convention on Climate Change is an agreement signed at the Earth Summit in Rio de Janeiro in June 1992 to prevent dangerous human interference with the climate system. COP - the Conference of the Parties - is the highest legislative body overseeing the implementation of the Framework Convention on Climate Change. There are 198 countries that are parties to the Convention. Unless the parties agree otherwise, the COP is held annually. The first COP event took place in March 1995 in Berlin, and its secretariat is located in Bonn.
