Azerbaijan's Communications Ministry circulates paper in PACE to support creation of transnational Eurasian information line

Paper on support for the creation of transnational Eurasian information line at the initiative of the Government of Azerbaijan was presented to the session of the Parliamentary Assembly of the Council of Europe (PACE), which was held on April 27-30.

"The document was adopted with an interest in the Council of Europe," the Ministry of Communications of Azerbaijan said.

The main purpose of the Baku Declaration, adopted in November 2008 during the meeting of ministers of communications in Baku, is to obtain support for the project from the Committee of Ministers of the Council of Europe and other relevant agencies.

The goal of the project is to create a powerful IT infrastructure to gain access to affordable and quality internet broadband services for the development of electronic information networks and electronic markets.

The Ministry believes that the project will enable participating countries to develop not only information technology, but also the social sector and other areas of the economy.

Experts consider that for the implementation of the project, firstly a single management structure must be created, all interesting countries must take part in the development of a unified strategy to establish a network to regulate tariffs.

The cost of the project has not yet been determined.

According to the consulting company "Booz and Co", currently the penetration broadband communications in the region amounts to only 5 percent.

"Booz and Co" considers it necessary to considerably invest in the infrastructure development, which in future will increase the information flow in the region.

The project to establish Transnational Eurasian high-speed information line was supported by the UN Global Alliance for ICT and Development, the Regional Commonwealth in the field of Communications (RCC), TAE Association, countries such as Russia, Slovenia, Estonia, Belarus, USA, etc.

The initiator of the project is the Government of Azerbaijan and the US Trade and Development Agency (USTDA).
