ASTANA, Kazakhstan, August 31. At an enlarged meeting of the Amanat party faction, Kazakh Prime Minister Alikhan Smailov presented a set of systemic measures aimed at improving the business environment, Trend reports.

According to him, the country has had a moratorium on inspections of small and microbusinesses since 2020, which was extended until 2024. The participation of small and medium businesses in the economy increased from 31 percent in 2019 to 36 percent. The total number of active small and medium-sized businesses has increased by 27 percent in the last year alone, surpassing the 1 million mark. The number of people employed in this sector increased by 18 percent over the year, reaching 4 million.

Alikhan Smailov noted that the positive results were achieved due to effective interaction between entrepreneurs and authorities.

"The principle of "regulation from scratch" was successfully implemented. We analyzed 128,000 requirements in 44 spheres, of which more than 10,000 did not comply with the new regulatory policy. More than 9,000 of them have already been excluded at the subordinate legislation level. Work is also underway to automate risk management systems in the area of state control and supervision, with full implementation starting January 1, 2024, after the moratorium on business inspections ends. This automated approach will allow inspections to be conducted without human intervention. As a result, scheduled inspections of businesses will be halved, the Prime Minister said.

In addition, a single payroll payment rate was introduced for micro and small businesses, where the overall rate was reduced from 34 percent to 20 percent.
