A government meeting chaired by Prime Minister Omurbek Babanov has ended today in Kyrgyzstan, the government said.
The Kyrgyz government's decisions on organizing the centralized procurement of medicaments and the report of the government's department in the Parliament on the work conducted within the second parliamentary session of the V convocation were considered during the meeting.
The Prime Minister said that the introduction of centralized procurement of medicaments will save budget funds and reduce the cost of corruption in the existing system of medicament procurement.
The speaker on the issue - Director of the Mandatory Health Insurance Fund under the government Gulmira Shakirova said that the procurement of 200 kinds of medicaments was analyzed. The difference in the prices on medicaments between health care organizations is 1.5 times in 40 percent cases, 1.5-2 times in 32 percent of cases, 2-2.5 times in 16
percent of cases and from 2.5 to 9 in 12 percent of cases.
The decree on "Organizing the centralized procurement of medicaments" was supported by all members of the government. This decree of the Kyrgyz government will enter into force at the beginning of the fourth quarter of 2012.
The Permanent Representative Dinara Moldosheva made a report about the work conducted following the second session of the parliament of V convocation.
She added that 162 legislative initiatives of the government (eight of them - orders) were adopted only for the period of the second session of the Jogorku Kenesh of the V convocation from September 1, 2011 to June 29, 2012. As of July 13, about 105 laws were signed by the president. For comparison, about 130 laws, initiated by MPs were
adopted by the Jogorku Kenesh during this period, of which the president signed 93 laws.
From December 20, 2011 to July 2, 2012 the government initiated 132 bills, of which 53 were adopted by the parliament.
