The amendments to the Uzbek Constitution which envisage the expansion of the powers of the parliament and increase of the responsibility of the government, have become active.
The law on amendments and additions to the Constitution which was approved by the Senate on April 10 was signed on April 16 by the President of Uzbekistan, Islam Karimov.
The law was published in the country's media on April 17 and, in accordance with the final article, will enter into force upon the date of publication.
As reported earlier, the number of introductions made in the relevant articles of the Constitution included a provision that the government is obligated to submit annual reports to the Parliament on the major issues of the country's socio-economic life.
Strengthening the deputies' control will be facilitated by adjustments made to the constitution. The heads of administrations of provinces, districts and cities will present reports on important and topical issues of socio-economic development to corresponding councils of people's deputies.
Appropriate decisions are taken on the results of these reports by the parliament and the council of people's deputies.
Thus the role and importance of representative parliamentary bodies and their real opportunities in society increases dramatically, as well as the role of political parties and their parliamentary groups in local councils in prioritizing socio-political and economic development of regions increases significantly.
The introduced amendments also envisage that the candidate for the prime minister's post must submit an action program of the cabinet of ministers for the short and long term, during consideration and approval of his candidacy at the parliament, which would contribute to the enhancement of responsibility for conducting effective economic, social, financial, monetary policy, the establishment and implementation of the programs for the development of science, culture, education, health and other sectors of the economy and social sphere., according to
The assessment of the experts states that, in general, the document is aimed at improving the mechanisms for implementing the most important constitutional principles of government - to ensure the independence and equality of the legislative, executive and judicial branches of power, balance of their powers, effective functioning of checks and balances system among them.
